About US:
The Ministry of Health (MoH) Uganda is the
government body charged with: policy formulation and policy dialogue with
health development partners; resource mobilization and budgeting; strategic
planning; regulation and advising other ministries on health matters; setting
standards and quality assurance; capacity development and technical support;
provision of nationally coordinated services, such as epidemic control;
coordination of health research; and monitoring and evaluation of the overall
sector performance. MoH is committed to provide the highest possible level of
health services to all people in Uganda through the delivery of promotive,
preventive, curative, palliative, and rehabilitative health services at all
levels.
Job Summary: The Non Communicable Diseases Officer
will work closely with the MOH team to implement, monitor, and evaluate
existing NCD program activities. The position will involve driving related
research and ensuring that the NCD Program is in line with the missions of the
MoH and the department.
Key Duties and Responsibilities: 
·        
Regularly
review and update (where necessary) the existing NCD policy and strategic plan
in alignment with the NCD global and national agenda
·        
Keenly
review and finalize existing NCD guidelines in alignment with current global
guidelines
·        
Network
with various stakeholders – public and private – to promote the NCD agenda at
all levels while implementing various NCD program activities
·        
Work
closely with the Health Promotion Division in implementing NCD health promotion
activities
·        
Develop
fundable research proposals for various NCD program activities
·        
Proactively
identify funding opportunities for NCD in Uganda
·        
Develop
operational work plans and budgets in line with approved NCD activities and
budget lines
·        
Regularly
review and update NCD IEC materials targeting different population groups and
settings
·        
Prepare
and submit activity reports as well as participate in making semiannual
progress reports
·        
Prepare
and ensure adherence to 6 monthly work plans for agreed NCD activities
·        
Oversee
NCD research including proposal writing, data analysis, and publication
(dissemination)
·        
Actively
monitor and evaluate NCD activities and interventions in various health
programs
·        
Actively
participate in the development of appropriate monitoring and evaluation tools
for various NCD activities
·        
Periodically
compile, analyze and report HMIS/DHIS data on NCD
·        
Develop
a database for all existing NCD research in Uganda, both published and
unpublished
·        
Develop
appropriate strategies for addressing NCD and risk factors among nomadic
populations in Uganda
·        
Actively
participate in NCD training of health care workers and regular revision of the
training curriculum
·        
Organize
and participate in meetings, workshops, and other NCD events

Experience:

Job Terms and Conditions: Fellows will be provided with housing,
health insurance and a living stipend of $550/month. Additionally, fellows will
receive an award of $1500 upon successful completion of the fellowship year.
Flights to and from the placement site and all other costs associated with GHC
programming are included, including $600 in professional development funds. Ministry
of Health will provide housing in Kampala, an urban center and capital of
Uganda.
Note:
The living stipend and completion award may be paid out in USD or local
currency, as determined by the placement organization.
