About
ELNHA Project:
Oxfam in
Uganda is under taking a project named: ‘Empowering Local and National
Humanitarian Actors’ (ELNHA) to be implemented over three years in
collaboration with relevant district structures ard national actors in
sub-regions of Karamoja (Kotido, Kaabong), Acholi (Lamwo, Agago), and West Nile
(Koboko and Zombo) commencing January 2016. These districts face challenges
from climate change induced prolonged droughts and food insecurity as well as
refugee influx as a result of the conflicts in the neighbouring States South
Sudan, CAR and DRC).
Job
Summary:
The Humanitarian Capacity Building Coordinator will serve as the
technical lead in the process of enhancing the capacity of local/national
Humanitarian actors in Uganda to design, deliver and lead humanitarian
preparedness and response interventions.
Key
Duties and Responsibilities: 
·        
The incumbent will work in close collaboration with
LNHAs in identifying capacity development needs and devising capacity
development objectives and action plans – both collective as well as
organisational – and support them to implement their plans.
·        
Conduct research and identify available capacity
development options including e.g. training events, e-learning, workshops,
peer-to-peer learning, coaching as well as organize and facilitate capacity
building activities as required maximising (and strengthening) locally available
resources in-country.
·        
Facilitate assessment of partner and LNHAs
capacity related to preparedness and, response including advocacy.
·        
Work in liaison with other project team members, partners
and LNHAs to ensure appropriate feedback mechanisms are incorporated into
project teams’ and partners’ project.
·        
Provide relevant timely input into reporting about
project activities.
·        
The incumbent will also support the documentation
and sharing of humanitarian capacity development outcomes and lessons across
the humanitarian partners in this project.
·        
The post holder will also contribute ideas and
evidence to advocacy and lobbying work locally and be able to link issues faced
by local actors to the national context
·

Project Manager – ELNHA
Qualifications,
Skills and Experience: 
·        
The ideal candidate for the Oxfam Humanitarian
Capacity Building Coordinator job opportunity should hold a Bachelor’s degree
in Social Work & Social Administration, Social Sciences, or a related
discipline
·        
A minimum of five years’ experience and
demonstrable skills in working on capacity development of organisations (OD/ID)
(including National/International NGOs) preferably related to humanitarian
work.
·        
Familiarity with humanitarian work and an interest
in a gender perspective and sufficient field experience in similar settings to
design and implement innovative, appropriate solutions.
·        
Excellent facilitation and communication skills
with the ability to build relationships with diverse range of government, civil
society and private sector actors with good understanding of humanitarian
context and humanitarian actors in Uganda.
·        
Willingness to travel at short notice, often in
difficult circumstances is needed in this role.
·        
Excellent interpersonal skills and the ability to.
work sensitively with people from various cultural and social backgrounds.
·
