About UNRA:
The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008.  The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.
Job Summary: The Senior Officer Change Management will support
the change management processes by designing forms and assessment tools,
products, artifacts and methodologies that will deliver on change goals and
initiatives. The incumbent will focus on studying the environment underpinning
change and defining products required to move change initiatives from concepts
to reality. He / She will oversee the effective communication of change
products.
Key Duties and Responsibilities:
  • Design
    and develop tools, methodologies, artefacts and change management
    processes /procedures to support and anchor the effective management of
    organisational change;
  • Conduct
    cost benefit analysis to justify business cases for all change
    initiatives; analyse and align change management initiatives to UNRA’s
    strategic objectives and mandate;
  • Design,
    develop and support the usage of tools required to effectively conduct
    change readiness assessment activities, collate and interpret data
    gathered into usable formats;
  • Solicit
    user needs and improvements from people and organizational stakeholders
    and convert them into workable change initiatives;
  • Clearly
    review and revalidate change management processes, procedures and change
    management product designs to integrate feedback and support learning and
    continuous improvement;
  • Catalogue
    and document all change initiatives, change versions, lessons learned and
    derive best practices for UNRA;
  • Appraise
    and develop subordinate staff in line with the UNRA HRMM.
  • Coordinate
    the testing of change management designs and change initiatives to enable
    effective roll out of the change;
  • Perform
    any other duties as assigned by the Senior Manager Change Management
Qualifications, Skills and Experience:
  • The
    applicant for the UNRA Senior Officer Change Management job placement
    should hold an Honors Degree in a Business related field
  • Program
    Management and Change Management certifications are an added advantage;
  • For
    those with a Bachelor’s Degree, a Master’s Degree in a related field and
    other post graduate qualifications in Business Management will be an added
    advantage;
  • At
    least five years’ experience in implementing complex business and
    technology change initiatives ;
  • Practical
    experience in stakeholder analysis, communication and stakeholder
    engagement management;
  • Hands-on
    experience is implementing organizational culture change programs
  • Proven
    exposure and experience in managing highly talented individuals.
  • Computer
    literacy skills
  • High
    level of integrity;
  • Excellent
    track record of outstanding performance;
  • Excellent
    interpersonal skills, particularly employee relations;
  • Excellent
    oral and written communication skills;
  • Proven
    ability to manage/supervise multi skilled teams and deliver accurate
    results in a timely manner and in an environment with multiple and
    challenging tasks;
