About UNRA:
The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008.  The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.
Job Summary: The Information Systems Auditor will mainly be
responsible for carrying out audit of systems. The Auditor will be involved in
identifying, assessing and documenting
risks
and controls in the auditable areas assigned. In addition, the Information
Systems Auditor will also be responsible for designing and conducting
investigative audit procedures including, compliance to procedures, policies
and guidelines, disaster recovery, IT Security, system quality assurance,
backup and restore, remote access, internet access monitoring, system problem management
and application change control procedures, for various auditable areas. The Information
Systems Auditor will also evaluate and document the design and operational
effectiveness of controls, and provide suggestions (recommendations) to
management for actions to address weaknesses identified.
Key Duties and Responsibilities:
  • Regularly review and update the audit manual
    guidelines and procedures in line with the approved guidelines and
    standards;
  • Identify, assess and document system risks
    and controls in line with the approved IT strategy and work plan;
  • Utilize audit software and data analytical
    tools to enhance efficiency in the system audit process;
  • The incumbent will be tasked with creating
    and maintaining an inventory of existing systems (electronic & manual)
    ;
  • Design and conduct investigative system and
    control audit procedures in the respective auditable areas;
  • Periodic follow-up of agreed system and
    control audit recommendations and actions;
  • In charge of the systems and assurance audit
    management in line with internal audit strategic plan.
  • Perform any other duties as assigned by the Head
    Systems Audit.
Qualifications, Skills and Experience:
  • The applicant for the UNRA Information
    Systems Auditor job vacancy should hold an Honors Degree in Accounting,
    Business Administration, Finance or a related field;
  • Possession of Certified Information Systems Auditor
    and any other post graduate qualification in relevant field is an added
    advantage;
  • Possession of ACCA, CPA or other relevant
    professional qualification is mandatory;
  • Membership of the Institute of Certified
    Public Accountant of Uganda (ICPAU) and Institute of Internal Auditors is
    a must;
  • At least three years of systems auditing
    experience in a large organization;
  • Demonstrated practical knowledge of
    International accounting standards and international standards of auditing.
  • High degree of integrity;
  • Proven track record of outstanding
    performance;
  • Good team player
  • Computer literacy skills
  • Excellent oral and written communication
    skills;
  • Excellent interpersonal, particularly
    staff/management relations;
  • Ability to deliver accurate results in a timely
    manner and in an environment with multiple and challenging tasks.
