and non-political organisation. GOAL Uganda country project focuses on two of
GOAL’s three strategic sectors: Health (including WASH and health
accountability programming); and Livelihoods. GOAL Uganda mainstreams HIV,
gender, child protection and the environment/DRR across all programming. GOAL
works on a district focused approach, and uses a mixture of direct
implementation and partnerships with local civil society organisations, private
sector partners and District Local Government to give effect to our mission.
Job
Summary:
 The Resilience Advisor will support the
strategic implementation of GOAL Uganda’s resilience strategy, to build
capacity across the country programme where needed, seek out strategic
partnerships and oversee any subsequent partnership agreements, and source new
resources to scale up resilience initiatives within GOAL programmes.
Key
Duties and Responsibilities: 
·        
Technically
support the country programme and team to implement the resilience strategy
across the livelihood and WASH programmes.
·        
Provide
oversight to the land tenure partnerships and programmes that will begin in
northern Uganda.
·        
Techncially
support the livelihood team to work with on and off farm businesses to build
climate-smart technologies and improved agricultural practices into their
businesses and services offered for increased environmental resiliency.
·        
Support
the livelihood team to improve business resiliency.
·        
Support
the WASH team to build elements of Integrated Water Resource Management into
their programme.
·        
Build
and strengthen working relationships for potential partnership and/or
consortium.
·        
Source
new funding for resilience programming.
·        
Represent
GOAL at networking and sectorally relevant meetings and events.
·        
Stay
up-to-date with the latest discourse, research and dialogue surrounding
resilience in the Horn of Africa.
·        
Significantly
contribute to future strategy development processes.
Qualifications,
Skills and Experience: 
·        
The
ideal candidate must hold a Master’s degree in environment, development or
related subject;
·        
At
least five years’ experience in broad resilience programming including DRR;
·        
Working
knowledge and experience of Ugandan resilience networks;
·        
Demonstrated
experience in successful fund raising;
·        
Prior
experience in programming surrounding land rights, security and tenure is
desired
·        
Previous
experience with the Making Markets Work for the Poor (M4P) approach is an added
advantage
·        
Past
exposure and experience in research, design or implementation of resilience
programming for Northern Uganda and pastoral communities is desired
·        
Established
donor relationships in the sector is desired
·        
Excellent
analytical and writing skills (English);
·        
Excellent
communication skills (written, spoken, facilitation, mentoring and
influencing);
·        
An
individual with initiative, who is performance driven and has considerable planning
and organizational skills;
·        
Ability
to travel up to 50% from base
