Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

Job Summary: The Estates Manager will be responsible for planning
and managing maintenance of estates including reactive maintenance works. The
Estates Manager will also be responsible for overall management of the assets
handed over by contractors and consultants at the completion of road projects
and assets on acquired land.

Key Duties and Responsibilities:
- Plan, budget for and implement Authority’s
developments and estates maintenance works in line with approved corporate
services strategy; - Manage UNRA assets, sites and office buildings
in line with the relevant laws, Estates Management Standards, Occupational
Safety & Health guidelines; - Coordinate and monitor contractors and
consultants for UNRA estates construction in line with effective service
delivery standards; - Manage Estate contracts for efficient and
effective UNRA operations; - Identify and assess risks in estates unit and
devise mitigation measures; - Actively monitor project assets and put in
place a system of handing over the said assets (laboratory equipment,
project cars, furniture, etc) at completion of projects in line with the
asset management guidelines; - Carry out assessment of asset condition in
accordance with the law and administrative guidelines, and make
appropriate recommendations; - Put in place a secured yard for safe custody
of items handed over after project closure and manage the security of such
items in line with the Authority’s asset management guidelines. - Manage performance and develop direct reports
in line with the performance management system of UNRA. - Perform any other duties as assigned by the Head
Administration
Qualifications, Skills and Experience:
- The applicant for the UNRA Estates Manager
job vacancy should hold an Honor’s Degree in Civil Engineering, Economics,
Social Sciences, Estate Management or any other related field; - Master’s Degree in related field is an added
advantage; - Possession of any other Post Graduate qualification
in the relevant field is an added advantage; - At least five years’ experience in Estate
Management in a similar organization; - Demonstrated working experience in managing
an organization/business unit with diverse professions; - Computer literacy skills
- High degree of integrity;
- Excellent track record of outstanding
performance; - Ability to work as part of a team and to
develop subordinates; - Excellent interpersonal, particularly
staff/management relation skills - Excellent oral and written communication
skills; - Ability to manage/supervise multi skilled
teams and deliver accurate results in a timely manner and in an environment
with multiple and challenging tasks.
