Job Title: Programme Manager – Kampala Urban Programme

Key Duties and Responsibilities:
1. Programme/Project
Management:

- Develop and implement an integrated urban
programme for Plan International Uganda in Kampala in line with the
Country Strategic Plan; - The incumbent will coordinate and ensure
effective implementation of the Safer Cities for Girls Project in Kampala
City ensuring good quality integrated project deliverables, effective
budget utilisation, and value for money, timely implementation and
effective engagement of all key stakeholders in line with the project
design; - In charge of managing the overall annual
planning and budgeting function for the programme area, ensuring programme
integration, timely implementation, effective, prudent and transparent
budget management in line with the Plan Global Programme effectiveness policy; - Accountable for the programme monitoring function
making sure project reports are adequately developed and all M&E
deliverables well planned, delivered on time and of good quality in
accordance with donor requirements.
2. Grants and Local
Resource Mobilisation:

- Offer technical support in resource mobilisation
initiatives in the programme area to support implementation of the
programme plans in line with the Country Strategic Plan (CSP); - Responsible for facilitating the preparation
of concept papers and grants proposals in line with approved CSP; - Work in liaison with the Resource
Mobilisation unit to ensure that the urban programme grants confirmed and
pipeline grants portfolio is diversified and adequate to resource CSP
priorities and annual programme plans; - In charge of grants tracking, review of grants
Project Outlines and consolidation of grants reports to cope with the
considerable increase in grants portfolio that calls for additional
efforts in grant management; - Provide leadership and support for local
resource mobilisation initiatives with communities.
3. Partnership Management

- Build and strengthen strategic working relationships
with different stakeholders in the city to support and compliment delivery
of the Kampala programme ensuring effective coordination with the other
agencies, Kampala Capital City Authority and the central government line ministries; - Coordinate well with key departments heads in
the respective districts; - Proactively participate in the review and
planning meeting with community level structures and selected CSO
partners; - Ensure that partner project monitoring
reports are properly managed in relation to POs, filing and SAP
requirements; - Significantly contribute to the appraisal and
approval process of project proposals/plans of partners and ensure that
funds for the approved plans are secured and disbursed on a timely basis; - Facilitating partners to carry out
organisational self-assessments (OSAs)/due diligence, and support
initiatives to develop partner capacity where required.
4. Advocacy and
Development Education:

- Responsible for the overall leadership on all
advocacy initiatives on issues affecting youth empowerment, and other
advocacy priorities in Kampala City in line with Plan Uganda’s Advocacy
Strategy; - Take advantage of/create opportunities for
advocacy and lobbying on behalf of children; - Actively contribute regularly to development
education by documenting and producing relevant articles for publication
in liaison with the Communications Manager; - Assist the Country Director and
Communications Manager in the development of constructive working
relationships with media representatives to build Plan International
Uganda’s profile and ensure positive coverage image in line with Plan International’s
communication and visibility guidelines.
5. Human Resource
Development / Public Relations:

- Support staff (supervisees) to develop clear
Individual Accountability Plans and facilitate Interim and Annual
Appraisal of staff performance; - Coaching, mentoring and counselling staff;
- Facilitate teamwork among staff by creating a
conducive working environment and providing solid leadership and
management; - Observing and enforcing the Terms and
Conditions of Employment and Code of Conduct to all staff in the Programme
Area. - Act as the primary point of contact and
official representation of Plan International Uganda with the
district/sub-county and civil society partners and other stake holders; - Protecting and promoting of positive image
through social responsibility and supporting the needy by virtue of PM
position;
6. Child Protection
Policy (CPP) Responsibilities:

- Adhere to the Child Protection Policy, Code
of Conduct and reporting CPP issues; - Ensure that all Plan Partners, Visitors and
Associates in their areas of responsibility are provided with, sign and
return a copy of the Child Protection Policy; - Ensure that children, youth and families with
whom we work are aware of the child protection policy and applicable local
procedures; - Responsible for the implementation of the CPP
standards as they apply to their area of responsibility plus the
development of actions to address identified gaps.
7. Mapping Risk and
Compliance Roles:

- Take overall responsibility &
accountability for managing risks under area of responsibility; - Ensure that adequate & appropriate risk
control measures are in place and are effectively implemented; - Escalate control measures that cannot be
implemented to the next level of management; - Oversee the quarterly assessment of the risks
in their program area and updating of the risk register.
Qualifications, Skills and Experience:
- The ideal candidate for this plan vacancy
should hold a Bachelor’s degree in Social Sciences, or Development Studies
or related field; - At least five years’ hands-on experience in
managing large, complex and multi-donor funded projects and programmes; - Working knowledge and experience in gender
programming/Gender Equality; - Broad knowledge and experience in programme planning,
design development and management, including management of urban
programmes; - Extensive knowledge in grants management and
compliance issues; - Skills and knowledge of partnership
management and capacity building of partners; - Knowledge on budget development and
management. - Programme monitoring and evaluation skills
- Excellent report writing and administrative
skills - Excellent communication and interpersonal
skills - Strategic thinker with strong facilitation
skills - Previous experience and skills in budget
