began implementing the programme in 16 Districts of Uganda in 2014. The
programme is implemented in consortium with four Ugandan partner NGOs and
communities to assess health service / utilisation status and document proposed
improvements in quality and use of health services. The foundations of the ACT
Health programme are: dissemination of Citizen Report Cards through health
worker dialogues, community dialogues and meetings between community members
and health centre staff. In the community level dialogues, participants agree
on agree on priority issues and actions to address challenges at a local level.
The progress is reviewed every six months. The programme also has
evidence-based, people-centred district and national advocacy components.
Throughout implementation, the programme tries to balance focus on
responsibility, responsiveness and relationships to improve health outcomes.

Job Summary: The Monitoring, Evaluation & Learning (MEL)
Manager will render support in the programme implementation, monitoring needs
and within the ACT Health team.

Key Duties and Responsibilities:
1. Continually Improve

- Take initiative to suggest improvements in
all monitoring systems - The incumbent will modify process tracker as
needed for analysis of an evolving programme - Modify the ACT Health ACCESS database fields
in line with programme evolution - Deliver monthly analysis of process
monitoring data for the consortium on time and with accuracy
2. Mentoring of ACT

- Significantly contribute to research best
practice in monitoring advocacy work - Actively contribute to the development of
roll-out of workshops (content, sessions, logistical, and arrangements) - Provide regular technical support visits to
ensure that challenges faced by partners in the use of this system are
practically handled.
3. Roll-Out

Partners and Other Stakeholders

- Design (content and sessions) and roll-out
region-specific workshops to enable GOAL field teams and partner teams run
queries / analysis of ACCESS database and other process monitoring systems
data. - Carry out regular field visits to provide
support to analysis done at field level after workshops are delivered - Conduct parallel analysis (review of
analysis) to ensure accuracy.
4. Contribute to Research

- Run correlations and queries on data
collected by IPA at community and household levels to contribute to
evidence-based advocacy at national and district levels. - Actively participate in field validation of
the midline and end line findings - Coordinate the merging of Who is Doing What
Where document (WDWW) for districts on an annual basis for 2015 and 2016
Qualifications, Skills and Experience:
- The ideal candidate should preferably hold a
Bachelor’s degree in a relevant field - At least four (4) years’ professional work
experience - Previous exposure and experience working with
Access and Excel - Previous experience with design,
implementation and quality assurance for monitoring system for advocacy is
desired - Past exposure and experience teaching or some
training in participatory pedagogy / curriculum is desired - Ability to build consensus among peers and
partner organisations - Confidence and belief that communities can
self-advocate and make change - Demonstrated ability to manage change and
uncertainty with a positive and constructive attitude - Initiative and proactivity in problem
identification and proposing solutions - Proven abilities in designing and delivering
participant centred technical trainings - Excellent analytical and systematic thinker
able to develop systems for monitoring and analysis - Exceptional communication skills (written,
verbal and active listening)
