Job Summary: The Country Technical Lead – Water, Sanitation and
Hygiene (WASH) will
guide
Plan International Uganda in designing and implementing quality programmes that
focus on capacity building of local and national CSOs and government agencies
to implement and sustain Community Led Total Sanitations (CLTS), sanitation
marketing and Menstrual Hygiene Management (MHM). The incumbent will be
responsible for mobilising resources for his/her technical area, leading
national advocacy efforts, managing strategic partnerships and guiding
technical implementation at field level.
Key Duties and Responsibilities: 
  • The job holder designs high quality concept
    notes and proposals for resource mobilization and calls on WASH issues and
    ensures that WASH interventions are informed by and integrated with other
    core sectors of child protection, education, health and youth economic
    empowerment.
  • Regularly monitors programme quality by
    technically guiding field implementation, overseeing quarterly reports and
    coordinating WASH interventions country wide.
  • Manages and oversees national advocacy
    efforts in the area of WASH in collaboration with the Advocacy Specialist
    and others.
  • Makes sure that Plan International Uganda’s
    work is coordinated with efforts of other agencies and government and
    represents Plan International Uganda at national, regional and
    international level on matters relating to WASH programming and networks
    within and outside of Plan International Uganda.
  • Build and manage strategic partnerships with
    local organisations and government institutions.
  • Prepare budget at national level, advice PUs
    on budget allocation for WASH programmes and ensure timely implementation
    of budgets.
  • Identify learning and training opportunities
    for staff and partners and work as a mentor and role model to ensure
    understanding of WASH projects while supporting staff capacity development
    in WASH thematic area at different levels, with specific emphasis on CLTS
    and MHM.
  • Prepare and submit high quality reports on
    progress and learning related to WASH projects and initiatives.
  • Work closely with other offices in Plan
    International e.g. National Organisations, International Headquarter and
    other countries on WASH programmes.
  • Produce high quality documentation on WASH
    interventions aiming at programme modelling, replication and scaling up.
  • Facilitates organisational learning in the
    country by developing, collecting and disseminating relevant internal and
    external program information on WASH.
  • Guide and influence Plan International Uganda
    Country Management Team to ensure full compliance of WASH initiatives and
    achievement of Sponsorship Commitments.
  • Ensure effective donor compliance and high
    budget burn rates during project implementation by WASH staff and
    partners.
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a
    Master’s degree in Engineering, Social Sciences, Public Health,
    Environment or its equivalent, with professional training on WASH
    programming.
  • A minimum of five years’ managerial or
    technical advisory experience in the design, implementation and evaluation
    of WASH programmes, including donor compliance.
  • Previous experience working with and or
    managing variety of donor funded programmes as well as compliance with
    donor regulations.
  • Significant experience in programme design,
    developing strategy and being responsible for technical implementation of
    the programme.
  • Previous exposure and experience in working
    with and through partners with strong skills on capacity building for
    staff and partners.
  • Prior experience in designing, managing,
    monitoring and evaluating WASH programmes in development contexts.
  • Detailed working knowledge of the development
    sector and demonstrable knowledge of WASH programming, especially on CLTS
    and MHM models.
  • Demonstrable leadership within a networked
    environment.
  • Broad knowledge and understanding of
    designing and managing programmes that place children and girls at the
    centre, dealing with inclusion and tackling exclusion.
  • Excellent verbal communication skills,
    including networking, negotiating ability and influencing others.
  • Broad understanding of effective monitoring
    and evaluation systems.
  • Project management and supervision, including
    risk management and procurement processes.
  • Excellent interpersonal skills and the
    ability to work with people from diverse cultures, ability to lead and
    motivate people to work in teams.
  • Skills and knowledge in partnership building
    and management, working through partners.
  • Experience in capacity building and in
    strengthening various duty bearers understanding of successful WASH
    practices.
  • Good facilitations skills.
  • Programming on Children’s Rights.
  • Skilled in the use of relevant computer
    software.
