Job Summary: The Reproductive Health Officer (Midwife) will be
primarily responsible for the direct implementation of the project aimed at
support the district and health facility to provide basic quality reproductive
health services to the refugees in the refugee settlement and transit centers
of Adjumani following MoH standard protocols and guidelines. The incumbent will
be responsible for direct implementation of the Reproductive Health component
of the project and will ensure timely availability of resources to support the
government health facility workers at the health centre to conduct outreaches
and manage the refugees at the transit and settlement sites while ensuring
timely and effective referrals. The job
holder will work in close collaboration with the Village Health teams and
health workers to sensitize the communities on Reproductive Health including
family planning, ANC, PNC and Maternal and neonatal care. The job holder will
be expected to oversee the implementation of technical components of the
project while ensuring the achievement of high quality deliverables.

Key Duties and Responsibilities:
1. Technical:
- Offer support the district to provide basic
quality reproductive health services to the refugees in the refugee
settlement and transit center including the provision of Mama kits, IPT
and ensuring effective referrals of mothers for ANC, PNC, EMoNC and other
maternal and new born services. - Provide support to the district to forecast
mama (delivery) kits needs of the refugees and ensure timely procurement
and distribution to the pregnant refugee women. - Support the district to forecast essential
reproductive health supplies and commodities including diazepam, folic
acid, iron, vitamins, gloves, cotton and gauze among other supplies and
ensure buffer stocks are in place at the health center. - Offer support to the health facilities to
make accurate forecasts of RH commodities including the refugee needs. - Provide support to the district/health
facilities to maintain a steady stock of IPT through accurate reporting,
forecasting and quantification and monitor the usage including the refugee
women. - Provide support the district to establish
quick and effective referral mechanisms for emergency obstetric and
neonatal care (EmONC) linking the outreach services at the transit centre
and settlement, VHTs and the health facilities at Adjumani. - Mentor key health staff and VHTs on the EMONC
referral mechanism in collaboration with the district health team. - Work closely with respective district health
focal points to conduct supervision visits to the transit center,
settlement and the health facilities. - Facilitate the district and health facility
staff to conduct outreach services at the transit site and settlement
center while ensuring effective and timely referrals. - Collaborate with the district to identify and
roll out a communication strategy for the Health program including the
printing and distribution of IEC materials focusing on reproductive
Health. - Support the districts/Health facilities/VHTs
to collect accurate data that informs programming as reported in the
relevant registers and reflected in the HMIS and program reports. - Support the health facilities to engage in
continuous quality improvement processes.
2. Liaison:
- Represent IRC’s Program to the district
health team, health sub-district and donor agencies, to ensure all program
activities are carried out with their agreement and, as far as possible,
their participation. - Maintain regular contact with all partners,
including the DHT, Ministry of Health, Office of the prime minister and
stakeholders on all matters pertaining to the program. - Co-ordinate with district health authorities,
and other stakeholders to avoid duplication of services. - Attend relevant meetings to represent IRC’s
program activities in the district. - Represent IRC at relevant related health
partnership, and refugee coordination meetings

Communication/Reporting:
Communication/Reporting:
- Provide regular feedback to the Health
coordinator on project implementation. - In charge of the preparation and submission
of donor reports. - Facilitate the health facility/VHT reporting
requirements for program reporting and to feed into the HMIS. - Actively participate in the development of
program work plans and reviewing them on a monthly basis with the Team
Leader.
4. Budget/Grants:
- Effectively and efficiently manage the budget
ensuring expenses are appropriate and incurred according to schedule. . - Take part in proposal writing and budget
development - Actively participate in the development,
reviews and tracking of program budgets. - Ensure and maintain accurate use of budget
lines according to donor regulations.
5. Supervision
- Work closely with health workers supervise
VHT activities and outreach activities. - Ensure monthly supervisory information is
compiled and is if of good quality. - In collaboration with the DHT, participate in
the support supervision visits to settlement, transit center and Health
facility. - Continuously assess the Reproductive Health
needs of the community, identify gaps and adapt program activities to
respond to these gaps.
6. Monitoring and
Evaluation:
Evaluation:
- Render support in the development of
appropriate program monitoring tools. - Maintain a good record keeping system and
undertake continuous monitoring and regular evaluation of the project
activities. - Ensure that Medicines, medical supplies and
other commodities stocks are monitored.
Qualifications, Skills and Experience:
- The applicant should have a Medical back
ground i.e. Diploma in Midwifery or
equivalent. Relevant certificates
in Reproductive Health and related trainings are an added advantage. - A minimum of two years’ experience in reproductive Health.
- Working with district health teams, health
facility staff and community based groups such as VHTs - Previous work with an NGO in similar
programs. - Significant experience in monitoring and
evaluation of emergency programs. - Proven ability to enhance good interpersonal
relationship. - Ability to work as a team and accomplish
tasks independently - Good report writing skills.
- Excellent communication skills.
- Excellent command of both written and spoken
English. - Computer literacy i.e. knowledge and
application of Microsoft word, Excel and Power Point
