cited as a model of best practice in youth-led development by the World Bank,
DFID, UNICEF and others.
Job Summary: The Monitoring, Evaluation Research and Learning
Manager will oversee the organisation’s monitoring, evaluation, and research
agenda. The Monitoring, Evaluation and Research Manager will manage a team of
four staff and, through the team, provide technical and capacity-building
support in M&E to all programme units and the senior management team.
The
incumbent will lead on provision of technical support to research being
conducted by different units across the organisation. The jobholder will also
manage all internal and external evaluations, and ensure that the evidence and
learning generated is disseminated to internal and external audiences.
Key Duties and Responsibilities: 
1. Management of
monitoring and reporting systems (30%)
  • Design and oversee all project monitoring and
    reporting systems and tools in line with internal and external grant
    management requirements
  • Provide support to programme teams through
    coordination of data collection and analysis processes as required
  • Manage the development, support and
    maintenance of relevant programme databases
  • With support from the Senior Manager, lead
    bi-annual reviews of Restless Development Uganda’s programmes and
    performance against the national strategy
  • Oversee the compilation of the internal
    National Programme Reports for submission to the International Head Office
    in the UK
2. Personnel management
and staff capacity-building: (25%)
  • Line and performance manage the Monitoring
    and Evaluation Unit, serving as a role model at all times
  • Ensure organisational policy is adhered to by
    Monitoring and Evaluation Unit
  • Design and lead regular capacity-building
    initiatives across the organisation, ensuring that programme staff are
    able to use M&E systems to assess progress, identify challenges/opportunities
    and take action
  • Provide M&E guidance and expertise to the
    senior management team as required
3. Coordination of the
organisation’s research and evaluation agenda: (20%)
  • Design and manage data collection, analysis
    and report writing processes for internal reviews/evaluations of programme
    and organisational performance
  • Provide support to the programme teams to
    design and lead participatory research initiatives
  • Manage the organisation’s research
    partnerships, including identifying new opportunities that align with the
    national strategy and continue to position the organisation as the “go to”
    on youth-led research
  • Act as the focal point for coordination of
    all external evaluations, including managing consultants as appropriate
4. Lead dissemination of
evidence and learning to internal and external audiences: (20%)
  • Manage the monthly internal Programme Quality
    Group with a focus on ensuring learning is used to improve programme
    quality
  • Act as a the focal person for the
    International Head Office on the design, development and roll out of
    programme quality guides, standards and tools/approaches
  • Provide support to the Fundraising and
    Partnerships Manager to report to existing donors and to develop new
    proposals, including design of monitoring and evaluation frameworks
  • Package and disseminate learning and evidence
    to raise profile and drive improved practice in youth development across
    the youth sector in Uganda
  • Represent Restless Development Uganda to
    donors, partners and other stakeholders as required
5. Other (5%): Other
duties as required, sometimes requiring working on weekends and holidays for
which time off in lieu can be taken in consultation with the line manager
Qualifications, Skills and Experience: 
  • The ideal candidate for the Restless Development
    Monitoring, Evaluation Research and Learning Manager job opportunity
    should hold a Graduate level qualification (Degree, Masters) in relevant
    field of study
  • At least three years’ experience in the
    development sector
  • At least three years’ experience in design of
    monitoring systems and tools
  • Previous experience in training and providing
    capacity-building support on M&E
  • Excellent data analysis skills, both
    quantitative and qualitative
  • Excellent report writing skills with
    experience preparing reports for donors and others
  • Excellent analytical and problem solving
    skills
  • Excellent financial management skills,
    including experience of managing and reporting on budgets
  • Excellent IT skills, including experience
    with packages such as EpiInfo and SPSS
  • Excellent interpersonal, written and verbal
    communication skills
  • Fluent in written and spoken English
  • Previous experience of participatory research
    with young people is desired
  • Previous work experience in Uganda is also
    desired
  • The applicant must be results orientated,
    highly self-motivated and have demonstrated analytical skills.
