The Danish
Refugee Council (DRC) is a private, independent, humanitarian organization
working on all aspects of the refugee cause in more than 36 countries
throughout the world. The aim of DRC is to protect refugees and internally
displaced persons (IDPs) against persecution and to promote durable solutions
to the problems of forced migration, on the basis of humanitarian principles
and human rights. DRC works in accordance with the UN Conventions on Refugees
and the Code of Conduct for the ICRC and NGOs in Disaster Relief.
Job Summary: The Protection & Community Service Coordinator
renders support in establishing and implementing a plan of action for the
protection of refugees, asylum seekers, stateless persons, IDPs and returnees. The
job holder will work closely with other Units in the Offices such as Programme,
Community Services and Technical Units, and liaises with other Offices of UNHCR
and OPM field offices in Kyaka. The Protection and Community Service
Coordinator’s (PCSC) main duty is to oversee and assure harmonious
implementation of the different components which constitute the overall DRC
programme.   He/she will be responsible
for complying with donor and internal DRC reporting and accountability policies
and procedures.
Key Duties and Responsibilities: 
1. Coordination and
Representation:
  • Build and strengthen working relationships
    with a range of key stakeholders including donors, Local Government and
    other stakeholders.
  • In charge of the representation of DRC and
    active participation in the local Protection Sector and relevant
    sub-sectors/working groups
  • Close co-ordination in project implementation
    with partners (UN agencies and national/international NGOs), including
    referrals, protection gap analysis, advocacy.
  • Establish and maintain rapport with
    government authorities, UN agencies, international and local NGOs as
    required.
2. Project development,
implementation and reporting
  • Responsible for initiating concept papers and
    proposal development on the thematic areas of protection, conflict
    management, child protection and GBV in particular. Also identify
    protection gaps with a view to generating ideas for future projects with
    strong beneficiary impact.
  • Responsible for the development of project
    plans, budgets and funding proposals at the field level in coordination
    with the Protection Programme Manager, and the Programme Development
    Officer.
  • Develop new thematic areas according to the
    analysis of the situation and risks.
  • Provision of technical support in linking DRC
    Kyaka’s programme to relevant protection standards, protection
    mainstreaming and ensuring a rights-based approach to all programming.
  • Ensure that a common strategy, approach and
    tools are developed for all protection components across DRC’s
    multi-sectorial programs in Kyaka II.
  • Work in liaison with the Project
    Manager/Programme Managers to maximize programme output and impact.
  • Oversee the planning, implementation,
    monitoring and evaluation of protection- related projects in Kyaka II.
  • Ensure that all projects adhere to protection
    standards and principles as well as DRC guidelines and accountability
    standards.
  • Develop advocacy points based on assessment
    of situation and risks.
  • Work in liaison with the Kyaka Project
    Manager/Head of Office prepare quality and timely monthly, quarterly and
    annual reports.
3. Staff Development and
Management:
  • Provide technical and programmatic leadership
    for the protection and community services staff in Kyaka II field office.
  • Develop staff performance measurement and
    targets and appraise them based on the set targets.
  • Carry out training needs assessments of all
    protection-related staff and make recommendation.
  • Carry out periodic field visits to support
    field staffs through technical back stopping and to train duty bearers.
  • Uphold DRC’s code of conduct and principles
    of accountability.
Qualifications, Skills and Experience: 
  • The ideal candidate for the Danish Refugee
    Council (DRC) Protection & Community Service Coordinator job vacancy
    should hold a Bachelor’s degree in Law or Social Sciences from a
    recognized University.
  • At least five years relevant professional
    experience.
  • Prior experience with vulnerable groups and
    communities in rural setting preferable refugees.
  • Previous experience from an international NGO
    is an added advantage
  • Good report writing, presentation and
    communication skills.
  • Excellent analytical skills.
  • Fluency in written and spoken English and
    Local language desirable.
  • Computer literate, Microsoft XP Professional.
  • Demonstrable cultural sensitivity and
    security awareness
  • Proven experience working and managing
    projects with donor funded projects/ programmes e.g.  EU, ECHO and, UNHCR among other donors.
  • Previous experience in financial and
    logistical processes.
  • Excellent interpersonal skills and ability to
    work independently with minimum supervision.
  • Computer literacy skills i.e. proficiency in
    MS word, Excel
