improving malaria prevention for pregnant women in six countries of the Sahel.

Job Summary: The Regional Programme Coordinator will be responsible
for overall programme coordination, leading the design and implementation of
the programme’s research studies, leading the coordination with research
institutes in the countries of implementation as well as globally, and working
closely with the organisation’s relevant teams (M&E, technical, external
relations) to ensure that programme progress is appropriately documented and
learning shared with key stakeholders. The incumbent steers the technical
writing of documents such as peer-reviewed publications. The role, in addition,
provides oversight to the M&E Officers in each of the six implementation
countries.

Key Duties and Responsibilities:
1. Programme Management:
- Lead programme start up and planning (at
regional and country level). - Ensure the management and coordination of
partners (sub-grantees) at global, regional and country level. - Oversee the development of the narrative
reports in accordance to donor guidelines, working with partners and
country managers. - Ensure timely submission and review of all
programme deliverables, ensuring collection of partners input for
bi-annual and annual reporting, regular monitoring of partners activities
and providing specific support when needed. - Work closely with HR team (country or
regional) to recruit all full time staff on the programme and consultants. - Ensure sustainability measures are put in
place in a timely manner, for scale up or a sustainable exit process.
2. Budget Management:
- Develop a consolidated budget for this
programme with the support from the finance team. - Oversee the management and monitoring of the
country level budgets. - Keenly review expenditures to delegated amount
and track overall budget. - Regularly review monthly budget variance
report and transactions list within 3 days in order to confirm accuracy. - Lead the quarterly reforecast of budget
sections. - Oversee the preparation and submission of the
financial reports in accordance to Malaria Consortium and donor
guidelines.
3. Research coordination
and management: technical inputs and support

- Lead the conceptualisation, design,
implementation and reporting of the research studies outlined in the
programme and see that good research practices are followed. - Work closely with technical staff to adapt
existing capacity development plan and tools for community health workers. - Work in liaison with technical personnel to
adapt the existing information, education and communication materials to
include IPTp messages and strengthen referral of pregnant women from the
community to the health centres for ante-natal care services. - Work with the Country Project Managers and
their Country Directors to determine technical support needs to implement
the Programme in their countries effectively and with high quality. Liaise
with the technical cluster leads and the Africa Technical Director to
obtain the technical support. - Working in liaison with regional and country
teams, ensure that qualitative analysis is conducted to understand
vulnerability issues and barriers to IPTp administration and uptake,
especially gender considerations, and how to effectively address them
through the planning and implementation of the project.
4. Monitoring &
Evaluation and Quality Assurance:

- Work closely with the M&E team, lead the
development of the programme M&E plan and work with Project Managers
to see that implementation occurs on time and that the information feeds
into internal and external learning cycles. - Oversee the development of the annual and
semi-annual M&E reports. - Work closely with health facility and MoH
personnel to see that health commodities provided for Malaria Consortium
supported activities through this project are appropriately quantified,
managed and monitored including pharmacovigilance. - Keenly monitor the performance of the
programme and see that the work is of high technical quality.
5. Programme
Communications and Documentation:

- Act as the primary point of contact with all
partners and request/provide information and updates as required for the good
management of the project. - Work with the organisation communications
specialists to design the communications strategy, including but not
limited to the production of case studies, reviews of lessons learnt,
general documentation for internal and external dissemination, and peer
reviewed publications. - Lead on the technical writing of programme
dissemination documents to allow wider sharing of Malaria Consortium’s
experiences, lessons and successes and provide technical inputs in
advocacy materials and technical briefs.
6. Stakeholders’
engagement and representation:

- Work closely with Project Managers to prepare
and implement a stakeholder engagement plan in order to create a close
working relationship with the Ministry of Health, regulatory authorities
and relevant private sector organisations in each participating country. - Coordinate with and represent Malaria
Consortium at appropriate programmatic, coordination, partner meetings,
regional events, technical networks and working groups.
Qualifications, Skills and Experience:
- The applicant should hold a postgraduate
qualification in medicine, public health, epidemiology or another relevant
speciality - Broad knowledge in public health experience
in different low income country settings, preferably in Africa - Working knowledge and experience with
quantitative and qualitative research methodologies and proven data
management and analysis experience using software such as STATA, EPI info - Previous experience in finance management for
development or research projects - Excellent technical and report writing
skills, attentive to detail with high levels of accuracy, and excellent
planning and organisation skills - Fluency in written and spoken English and
working knowledge of French - Previous experience in integrating gender
equality aspects in health project programming is desired - Broad knowledge and understanding of health
systems strengthening approaches is an added advantage - Previous experience of people management, including
training and mentoring is an added advantage - Evidence of peer-reviewed publications is
desired
