About RLN Project:
The
Newborn Regional Learning Network Project (RLN) is a one-year renewable
agreement awarded to the Center for Human Services / University Research Co.,
LLC. The RLN is envisioned as a network of health facilities including and
within the catchment of the Hoima Regional Referral Hospital linked through a
QI collaboratives model and referral to provide quality newborn care services
based on national and evidence-based standards and guidelines. The network will
comprise of regionally based district level health facilities mutually linked
through referral and top down support to the regional referral hospital; and
amongst each other through a QI collaborative and a common agenda for improving
maternal and newborn care.
Job Summary: The Project Field Coordinator will be tasked with effectively
planning, overseeing and implementing activities that are design and strengthen
the Regional Learning Network (RLN) and improve the quality of maternal and
newborn care in the participating facilities, supporting the work of a CHS/URC
team based in Hoima as well as QI leaders and QI teams in participating
facilities. The Project Field Coordinator will work closely with local
authorities at facilities, district and region levels; as well as with CHS/URC
supervisors.
Key Duties and Responsibilities: 
1. Local Management &
Coordination:
  • Prepare and submit timely work plans and
    budgets for all assigned RLN improvement activities quarterly.
  • Organize weekly coordination meetings with
    the CHS/URC local staff as well as with CHS supervisor Jorge Hermida
    remotely.
  • Hold periodic coordination meetings and
    foster positive relationships with Hoima RRH authorities, as well as
    district and regional levels.
  • Prepare and submit technical and
    administrative reports
  • The applicant will coordinate administrative
    aspects with Kampala URC´s office staff.
2. Technical Support:
  • Technically support staff members of the
    CHS/URC team working at Hoima RLN
  • Regularly provide technical support in QI
    methods as well as Newborn care evidence-based interventions to QI teams
    by visiting facilities participating in the RLN
  • Collect and manage data on quality
    improvement processes and outcomes
  • Regularly review and improve technical
    strategies employed in Newborn Care to ensure the RLN project work plan is
    adhered to and implemented with measurable success.
  • Ensure the timely writing and submission of
    quality and accurate reports quarterly, monthly, and at all other
    requested times.
  • Work closely with the monitoring and
    Evaluation team ensure that data collected is accurate, valid and captures
    process and outcome indicators documented in an updated data base.
3. Capacity Building and
Knowledge Management:
  • Develop and sustain a pool of regional and
    district coaches with required QI competencies
  • Plan and implement clinical training
    activities at the Training Lab in the Hoima RRH
  • Plan and implement quarterly Learning
    Sessions and workshops
  • Oversee the process of documenting RLN
    Project best practices in form of case studies, success stories,
    abstracts, video clips in addition to the routine updates, quarterly and
    annual reports.
4. Other
Responsibilities: Perform any other duties as assigned by the supervisor
Qualifications, Skills and Experience: 
  • The ideal candidate for the Project Field
    Coordinator job career should hold a Bachelor’s Degree in medicine or
    equivalent, a Master’s Degree in public health will be an added advantage.
  • A minimum of three years’ work experience in
    Newborn Health Care gained through serving within a government institution
    or NGO with proven ability to coordinate activities of different
    stakeholders at district and or sub national level.
  • The applicant must hold a valid registration
    certificate from the relevant regulatory bodies.
  • Previous exposure and experience in handling
    Quality improvement approaches and providing clinical training to service
    providers and stake holders.
  • Excellent communication or interpersonal
    skills
