Job Summary: The Policy and Campaigns Officer will support the
Policy and Campaigns Coordinator in all aspects of policy and campaigns
integration in the WVU strategy, technical approaches and technical programs,
including their implementation in area programs. This will be aligned to EARO
and Partnership Advocacy strategies. The incumbent will work closely with
sector specialists and program officers to identify, plan and implement the
relevant policy and campaign agenda.
Key Duties and Responsibilities: 
  • Policy advocacy and campaigns frame-works and
    guidelines developed and disseminated:
  • Working closely with Sector Leads and Program
    Officers, develop and roll-out roll-policy and campaigns frame-works,
    including guidelines, to Area Programs.
  • Offer technical support to the Program
    Officers in orienting staff and partners.
  • Actively facilitate development of sector
    specific advocacy and campaign materials to ensure relevant messages and
    appropriate branding.
  • Defining evidence based advocacy agendas
  • Work closely with Sector Leads and Program
    Officers to identify sector advocacy issues critical for achieving child
    well-being targets.
  • Facilitate evidence building through
    research, reports from CVA engagements and case studies as well as
    publication and dissemination of the findings.
  • Enhance technical capacity of staff and
    partners in advocacy and campaigning;
  • Identify advocacy and campaigning building
    needs of staff and partners
  • Significantly contributes to the design and
    implement an advocacy and campaign capacity building agenda for staff and
    partners.
  • Follow-up on action plans, mentor and couch
    trained staff and partners to do things differently.
  • Build and strengthen partnerships, networks
    and collaborations for effective joint policy engagements and campaigns in
    the respective sectors.
  • Map-out sector aligned partnerships, networks
    and collaborations at the cluster and national levels.
  • Support the Partnership Coordinator and
    Program Officers, to establishment/nurture partnership and coalition where
    there are gaps, at the district and national levels.
  • Facilitate sector leads and program officers
    to influence the coalition agendas in the best interest of children during
    coordination meetings.
Resource Mobilization:
  • Actively participate in resource
    mobilization, through proposal writing to ensure integration of Policy
    Advocacy and Campaigns.
  • Significantly contribute to development of
    fundable concept notes and share them with GAM team for marketing
  • In charge of monitoring and review of policy
    advocacy and campaigns to document promising practices, draw lessons and
    impact assessment.
  • Work closely with the Program Officers, and
    Communications team to develop and publish stories of most significant
    change and case studies for wider dissemination.
  • Compile and submit quality progress reports,
    monthly, semi-annually and annually.
  • Facilitate regular reviews and reflections on
    policy advocacy and campaigns, as well as mid-term reviews and impact
    assessment.
  • Facilitate publication, launch and
    dissemination of products from reviews and impact assessments.
Qualifications, Skills and Experience: 
  • The ideal candidate for the World Vision Policy
    and Campaigns Officer must hold a university degree in development
    discipline, postgraduate training in related discipline will be an added
    advantage.
  • At least five years’ field experience in
    advocacy campaign coordination, Behavior Change Communication.
  • Possess strong advocacy and communication
    skills, facilitation and materials development for health promotion.
  • Strong collaboration and networking skills
  • Strong coordination and team building skill
  • Good writing and documentation skills.
