About USAID UHSC Project:
USAID
funded Uganda Health Supply Chain is a five year program supporting the
Government of Uganda’s health system to improve the availability and
accessibility of essential medicines and health supplies (EMHS).The expected
results of are to:1) strengthen national policies and strategies and support
cost-effective, equitable, and transparent utilization of EMHS resources; 2)
strengthen country capacity for effective management and utilization of EMHS;
and 3) increase availability and access of EMHS among priority populations.
Job Summary: The Technical Officer, SPARS provides support to 9-10
districts under UHSC project for planning, implementing, and monitoring
pharmaceutical management improvement interventions in the assigned districts. The
incumbent will work closely with district health management teams to ensure
that all UHSC technical assistance, capacity building and pharmaceutical
information system activities are adequately implemented; and that results are
adequately documented.
Key Duties and Responsibilities: 
  • Under the guidance of the Technical Advisor,
    develop appropriate UHSC district implementation plans, timelines and
    budgets for all district level activities.
  • The jobholder will mobilize all technical
    assistance and training resources from the UHSC to deliver mentorship
    programs and technical assistance aimed at improvement practices in the
    assigned districts.
  • Coordinate SPARS activities in the assigned
    districts to ensure that districts, sub-districts and facilities are able
    to adopt positive practices towards supply chain including the
    procurement, storage and distribution of essential medicines and supplies
    required for assuring continuous availability of these commodities.
  • Keenly monitor MMS and district and Health
    facility performance using SPARS data submitted in the PIP and institute corrective
    actions in real time
  • Under the guidance of the Technical advisor
    roll out Pharmaceutical financial Management to Hospitals and HCIV’s.
  • Provide support to the district logistics
    coordination meetings with other partners and regional pharmacists
  • Communicate with MMS and partners on
    pertinent pharmaceutical issues using all plat forms including the as and
    when they arise.
  • Actively participate in planned operational
    and impact research
  • Perform any other duties as required.
Qualifications, Skills and Experience: 
  • The applicant should hold a professional
    degree/ diploma in a health area; including pharmacy, medicine, public
    health; pharmacist preferred.
  • A minimum of four years of related work
    experience in providing pharmaceutical management services especially in
    the area of supply chain.
  • Significant experience in Uganda with
    knowledge and comprehensive understanding of the Uganda public health
    system.
  • Willingness to be flexible and adapt to
    changing priorities and shifting deadlines.
  • Demonstrated strong organizational,
    administrative and communications skills.
  • Strong teamwork and team-building skills
  • Strong English skills required, including
    ability to write lucid technical reports and documents.
  • Computer skills including knowledge of
    Windows, Microsoft Word, Excel and Power Point.
  • Proven ability and willingness to travel
    extensively throughout Uganda
