• Build the technical competencies of facility
  health care providers in HIV prevention, treatment and care and family
  health through coaching, trainings, onsite mentorships and peer to peer
  learning meetings.
• The incumbent will be tasked with improving  HIV prevention services within the
  district by integrating and scaling up HTC at high yield points and
  support the expansion of HIV testing efforts to highest risk groups.
• Integrate TB diagnostic and treatment
  services into Antenatal, delivery, care and postnatal service provision
  centers.
• Build the capacity of health workers to
  improve the quality of care provided and work with district leadership to
  ensure facilities are equipped to provide quality emergency obstetric and
  newborn care.
• Work tirelessly to improve the quality, care
  and safety of SMC and roll out of tetanus treatment.in the SMC program in
  northern Uganda
• Support the delivery of care and treatment
  services with the ultimate goal of attaining viral load suppression for
  children and adults living with HIV
• Work with the respective districts to support
  the assessment, accreditation and build the capacity of health facilities
  to provide Option B plus and EID services.
• Develop and timely submit work plans and
  budgets for all assigned district based activities in relation to ASSIST
  work plan.
• Support timely reporting by the health
  facilities and districts as well as promote use of data for decision
  making
• Support health facilities to rightly quantify
  and submit timely orders for supplies through NMS or JMS
• The incumbent will work jointly with partners
  participate in health unit and DHT meetings to strengthen management
  structures at the health units and districts.
• Provide onsite support through the district
  medicine management supervisors to accurately quantify and make timely
  orders for family planning commodities, HIV care and treatment supplies
  e.g. test kits, ARVs , Laboratory reagents etc.
• Work closely with the Knowledge management staff,
  lead the process of documenting best practices in form of case studies,
  success stories, abstracts, video clips in addition to the routine
  biweekly updates, quarterly and annual reports.
• Work in liaison with the monitoring and
  evaluation team to ensure that data collected is accurate and valid and
  captures process and outcome indicators and support the distribution and
  on job training on the use of data tools.
• Implement a spread plan to ensure learning
  from demonstration collaborative, become the standard of care at all USAID
  ASSIST supported sites.
• Prepare and submit monthly , quarterly,
  annual adhoc reports
• Maintain a functional district database
• Ensure that district mentor ship teams are
  formed at the districts.
• Ensure that the district Health Teams are
  functional and providing report about their activities
• Work closely with MOH for updated guidelines
  and policy documents.
• Ensure that cross-cutting themes like gender
  and health work force development are well integrated into the HIV care
  and treatment plans.

• Manage the financial and administrative
  activities by MNCH facility/community technical officer supporting the
  ASSIST project work including conducting staff appraisals, reviewing and
  approving financial and administrative requests and accountabilities
• Carry out regular activities to assess and
  build necessary competencies of the MNCH facility/community technical
  officers supporting ASSIST project work in the selected districts/ health
  facilities
• Perform any other duties assigned by the
  supervisor/Chief of Party.

• The ideal candidate for the USAID ASSIST
  Project District Improvement Advisor career placement should hold a Bachelor’s
  Degree in medicine, a Master’s Degree in public health will be an added
  advantage.
• A minimum of three years’ work experience
  gained through serving within a government institution or NGO with proven
  ability to coordinate activities of different stakeholders at district and
  or sub national level.
• Possession of a valid registration
  certificate from the Uganda Medical & Dental practitioners Council.
• Excellent communication or interpersonal
  skills is a must.
• Previous experience in handling Quality
  improvement approaches and providing clinical training to service providers
  and stake holders will be an added advantage.
• Proven ability and willingness to travel
  within the supported districts.
