About US:
The
National Identification and Registration Authority (NIRA) was established on
the passing of the Uganda Registration of Persons Act, 2015. The Act was made
to harmonise and consolidate the law on
registration of persons; to provide for registration of individuals and to
establish a national identification register. It provides for the mandatory
registration of all Ugandan citizens within Uganda and abroad as well as aliens
identification cards and for related matters.

Job Summary: The Head of Human Resource will provide
professional leadership in the management and development of the human resource
of the Authority and to ensure availability of competent, committed and
motivated human resources for the achievement of NIRA’s strategic goals and
objectives.

Key Duties and Responsibilities:
- Guide management on human resource issues and
oversee the development and implementation of a human resource management
and development strategy. - Manage all Human Resources planning function
for future acquisition, placements, retention and promotion of staff. - Develop human resource management and
administrative services policies, procedures and manuals for management’s
approval, and provide guidance in their implementation and review. - Play a focal role in leading the recruitment,
selection and placement of qualified and competent staff. - Prepare employment appointment letters and
contracts for new staff in liaison with the Head of Legal. - Design and run appropriate orientation and
induction programmes for all new staff of the Authority. - Keenly review and update job descriptions and
specifications for all Job Grades and develop/ compile new ones for new
job positions or where none exist. - Actively participate in the preparation of
annual operating plans and budgets of NIRA and ensure implementation of
the same for HR function. - Coordinate and advise on the performance
appraisal of staff according to existing policy and guidelines and liaise
with other heads to develop staff appraisal summary report outlining staff
development and training plan for the ensuing period. - Provide guidance to both management and staff
on all matters pertaining to welfare, industrial and employee relations
including terms and conditions of service. - Carry out regular salary and benefits surveys
and monitor the implementation of remuneration packages effectively. - Plan and ensure the provision of adequate
welfare services and facilities to all employees and advise management on
staff discipline and other HR legislations according to the organisation
policy. - Develop annual leave schedules for all staff
and coordinate the implementation of the same to ensure high level of discipline
of staff and compliance with the policies and guidelines of the Authority
in accordance with the Human resource, policies. - Maintain a Human Resource Information System
(HRIS) of accurate and complete staff records for improved management and
decision making in line with the existing policies. - Steer the process of organisational culture
change in NIRA by developing a conducive environment for staff teamwork
and compliance to NIRA’s core values in accordance with the human resource
policies. - Regularly monitor the implementation of
remuneration packages and effectively manage the payroll (Spearhead staff
engagements and motivation). - Manage all staff issues related to welfare
including, health and death. - Perform any other duties that may be assigned
from time to time.
Qualifications, Skills and Experience:
- The ideal candidate for the National
Identification and Registration Authority (NIRA) Head of Human Resource vacancy
should hold an Honours Bachelor’s
degree in Human Resource Management, Social Sciences with personnel
management and/or human resource management as a subject; or an Honours
Bachelor’s degree in a related field. - Possession of a Master’s degree or
postgraduate diploma in Human Resource or Organisation Development or a
related field will be an added advantage. - Ten or more years’ working experience in HR
management in a reputable Public or Private Organisation, five (5) years
of which should have been at Senior supervisory level. - Membership of a recognised Human Resources
Association in Uganda will be an added advantage. - High level of integrity and professionalism.
- Excellent interpersonal and communication
skills. - Proven leadership ability.
- Sound knowledge of Uganda’s labour
legislation. - Demonstrated ability to handle multiple tasks
simultaneously and meet deadlines. - Self-motivated, able to prioritise work and
follow up tasks and issues to the end. - Good computer literacy skills i.e. MS Word,
Excel, Outlook, PowerPoint
