Job Summary: The Project Manager (Social Cohesion and Stability
in Slum Communities of Kampala) will be accountable and responsible for the
planning, coordination, implementation and monitoring of the project “Social
Cohesion and Stability in Slum Communities of Kampala”.

Key Duties and Responsibilities:
- Oversee the overall implementation of the
“Social Cohesion and Stability in Slum Communities of Kampala” project and
be responsible for its financial, administrative, and technical
implementation, in compliance with IOM policies and standards, as well as
donor requirements. - Develop and update work plans, implementation
strategies, and expenditure plans to ensure timely implementation and
achievements of project activities and results. - The incumbent will also ensure that programme
design and implementation is guided by a ‘do no harm’-approach. - Oversee the recruitment of staff and
consultants in close coordination with the Resource Management Unit and
supervise the work of all staff and consultants assigned to the project. - Prepare donor and other reports and ensure
timely submission, in line with donor requirements and IOM procedures and
standards. Prepare regular briefings, summaries, press releases and other relevant
information materials, as required. - Develop and oversee the implementation of a
project monitoring and evaluation plan to help guide timely and efficient
implementation and budget utilization; undertake regular monitoring
activities through field visits and meetings with project beneficiaries
and key stakeholders; identify and carry out corrective measures in close
coordination with the COM and the donor, as necessary. - Establish and maintain strong and regular
contact with governmental and programme partners, aiming at coordinating
and promoting new activities and facilitating the implementation of
ongoing activities, assess capacities of government and other partners and
plan and implement capacity-building measures, as required. - Work closely with the Resource Management
Unit, undertake procurement processes and source implementing partner
organizations in compliance with IOM and/or donor procurement guidelines
and templates; monitor the expenditures of implementing partners against
planned activities and deliverables, review their financial and narrative
progress reporting and ensure that IOM and donor financial and
administrative requirements are met at all times. - Develop and implement a visibility strategy,
in line with donor requirements. - Work in liaison with relevant RTS and HQ
division, spearhead resource mobilization efforts for projects related to
social cohesion, violent extremism, community stabilization and
livelihoods, particularly in an urban context. This will include donor
liaison, project development and positioning IOM with government and in
development partner’s technical working groups. In addition, the incumbent
will promote joint resource mobilization efforts for social cohesion and
countering violent extremism in the framework of the United Nations
Development Assistance Framework. - Liaise with and act as focal point for the
European Union delegation to Uganda in order to ensure efficient project
implementation and facilitate information exchange and project
cooperation. - Represent IOM at relevant seminars and
meetings, as well as other events aimed at promoting IOM’s image and
activities. - Significantly contribute to IOM’s learning
agenda on countering violent extremism, by contributing to regional and global
strategies and programmes. - Undertake duty travel as required.
- Perform such other duties as may be assigned.
Qualifications, Skills and Experience:
- The ideal candidate for the International
Organization for Migration (IOM) Project Manager career opportunity should
hold a Master’s degree in Political or Social Science, Business
Administration, International Relations, Law or a related field from an
accredited academic institution with five years of relevant professional
experience; or University degree in the above fields with seven years of
relevant professional experience. - Significant experience in project
implementation and project management in the areas of community
stabilization, peacebuilding and/or countering violent extremism
preferably in an urban context; - Previous exposure and experience in project
development and resource mobilization in challenging donor environments; - Broad working knowledge of livelihood
strategies in urban contexts and in the informal economy; - Excellent track record of effective working
relationships with government officials and civil society organizations; - Previous experience implementing EU-funded
projects is a distinct advantage; - Experience working in East Africa and/or Horn
of Africa an advantage. - Languages: Fluency in English is required.
