About RSCE:
The
Regional Service Centre Steering Committee is the decision-making body for
RSCE, in compliance with General Assembly resolutions, United Nations
Secretariat rules and regulations, strategic guidance from United Nations
Headquarters and oversight bodies. The Steering Committee consults with the
Global Field Support Strategy Implementation Coordination Team, as required.

Regional Service Centre, as approved by the Member States, is owned, managed
and staffed by the regional missions it serves. This framework reinforces the
existing missions’ chain of command structures and lines of authority in a
manner that does not create an additional layer between Headquarters and the
regional missions. It also ensures that staffing for RSC.

Key Duties and Responsibilities: Within delegated authority, the Information
Management Officer will be responsible for the following duties:

- Provides electronic record keeping support
and advice to records-creating offices by advising on electronic record
keeping system standards and compliance; oversees the digital records
accessioning process; provides training in the use of metadata standards
for the capture, maintenance and accessioning of digital archives; and
manages system upgrades and migration for digital archives databases. - Supervises and undertakes records accession
and disposition functions, including records appraisal, by liaising with
records-creating offices on the transfer and/or disposal of records and
analyzing and evaluating records for evidential and informational value in
support of records appraisal. - The incumbent also supervises and undertakes
archival processing activities by producing descriptive inventories;
prepares mark-up of inventories for electronic dissemination; and monitors
adherence to description, database and preservation standards. - Performs and supervises reference functions
by advising internal and external users on holdings and accessibility and
assisting in the administration of access and declassification activities. - Supports programme objectives through:
preservation and servicing of records with continuing value in support of
the Organization’s operational, informational, legal and audit needs;
provides guidance to Secretariat and field mission offices on managing
paper-based and electronic records. - Mentors and supervises National staff
relating to functions cited above. - Performs any other related duties, as
required.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations
RSCE Information Management Officer career opportunity should hold a first-level
university degree in archival, information science, information systems,
social science or related field. - At least two years of progressively
responsible experience in modern archives management, record keeping,
library, information management or related area. - All candidates should possess computer / word
processing skills - Language: English and French are the working
language of the Organization. Fluency in oral and written English is
required. Knowledge of another official United Nations language is an
advantage.

electronic data management. Ability to apply conceptual, analytical, and

conclusions and recommendations. Ability to develop sources for data

and responds appropriately; asks questions to clarify, and exhibits
interest in having two-way communication; tailors language, tone, style
and format to match audience; demonstrates openness in sharing information
and keeping people informed. - Teamwork:
Works collaboratively with colleagues to achieve organizational
goals; solicits input by genuinely valuing others’ ideas and expertise; is
willing to learn from others; places team agenda before personal agenda;
supports and acts in accordance with final group decision, even when such
decisions may not entirely reflect own position.
