Prevention (CDC)/PEPFAR to implement a comprehensive HIV/AIDS services in the
mid-western Uganda Districts of Kiboga, Kibaale, Kyankwanzi, Hoima, Masindi,
Buliisa and Kiryandongo. The project is called “Accelerating Comprehensive
HIV/AIDS Service Delivery through Health System Capacity Building and Technical
Assistance of District Health Teams and Health Facilities in Western and West
Nile Regions in the Republic of Uganda under PEPFAR.”

Job Summary: The Data Officers will mentor district medical
clerks in the proper capture and management of HMIS data collected from health
facilities and communities. The incumbents will also provide support to the
field office Data Manager in entry, cleaning and analysis of data captured by
the Project MIS.

Key Duties and Responsibilities:
1. Support and mentor the
health facility medical records clerks in the following:

- Recording patient visits and other
registration data in appropriate HMIS tools - In charge of preparing patient files for the
clinic day - Filing all patient files at the end of the
clinic - Filing all laboratory test results and other
records in their appropriate files - Ensuring that the medical records room is
orderly and all files accounted for - Ensuring completeness, consistency and accuracy
of data captured in the HMIS - Electronic capture of patient care records
- Ensure the timely compilation of the routine
HMIS reports - Ensuring availability of required HMIS tools
i.e. registers, forms, guidelines etc
2. Provide assistance to
the Data Manager in the following tasks:

- Perform data abstraction from the HMIS and
other sources for project reporting - Perform routine data entry into the project
electronic management information systems - Ensure completeness, consistency and accuracy
of data captured in the project MIS. - Actively participate in analysis and
interpretation of data - Perform routine backups and ensure security
of data captured into the project HMIS - Perform any other duties as may reasonably be
assigned from time to time by the Data Manager.
Qualifications, Skills and Experience:
- The applicant for the Infectious Diseases
Institute (IDI) Data Officer job opportunity should preferably hold a Degree
in a relevant data management related field - Additional training in data management in a
medical setting - A minimum of two years’ experience in data
management and analysis in a busy HIV/AIDS setting or health related field - Excellent communication skills
- Computer knowledge and skills
- Working knowledge of Health Information
Management System - Accuracy skills
- Ability for team work
- Broad knowledge and understanding of
CDC/PEPFAR/MOH reporting requirements and expectations - Fluency of the local languages within the
supported districts is desirable.
