Job Summary: The Human Resource Officer will offer technical support
during staff recruitment, selection and exit processes, oversee induction of
new staff, monitor staff performance management and professional development
and manage staff information and reporting.

Key Duties and Responsibilities:
1. Support staff recruitment,
selection and exit processes:

- Work closely with hiring managers to ensure
job descriptions are complete and accurate. - Prepare notices and advertisements for vacant
national positions and coordinate with HQ for international positions in
AfRO. - Support in the review and short listing of
applications. - Manage the scheduling of interviews with applicants
and appropriate staff. - Collate information for interview reports and
grids for hiring managers and HR manager review. - Carry out reference checks on candidates.
- Ensure that staff exit procedures are in
compliance with Malaria Consortium HR policy and country labour law.
2. Oversee induction of
new staff:

- Prepare and finalise new staff contracts.
- Plan inductions and new staff training with
support from the Regional Admin Officer. - Ensure the new staff information is recorded
and filed properly.
3. Monitor staff
performance management and professional development:

- Work in liaison with line managers for
setting and monitoring performance objectives for all staff. - Maintain and coordinate staff recognition/motivation
programmes. - Organise and track professional development
and capacity building activities for staff.
4. Manage staff
information and reporting:

- Offer technical support in the organisation
and management of staff information. - Prepare and submit internal HR reports from
the Cascade system for Senior Management including information on staff
start/end dates, leavers, joiners, leave status and recruitment timelines.
5. Support to Africa

- Lead on sending out invitations for all
in-house trainings - Receive all international staff monthly
benefits claims, compile and forward to HQ on the 20th of every month. - Lead in assisting new international regional
staff to settle in Uganda by helping identify accommodation through
housing brokers, providing work IDs, getting business cards, obtaining a
mobile phone and phone number, and opening a local bank account (upon
request). - Act as the primary point of contact for new
staff, ensuring each has an email address, computer, and seating
assignment and leading on organising and carrying out an induction
programme. - Be responsible for all staff records in the
AfRO.
6. Staff training and Development:
- Roll out the staff training and development
policy and ensure that it is understood by all staff. - Responsible for identifying and analysing
training needs in conjunction with the department managers. - Design an annual training calendar or
training plan. - Conduct and or coordinate tailor made
trainings to address competence gaps.
7. Policy and practice:
- Ensure compliance, understanding and application
of local employment law. - Provide support on employee relations issues
for national staff, escalating to the Africa Programmes Director.
Qualifications, Skills and Experience:
- The applicant for the Malaria Consortium Africa
Regional Office Human Resources Officer career opportunity should
preferably hold a Bachelor’s degree in human resource management or a
related discipline - At least two to three years’ experience in
human resource management, preferably with an INGO - Excellent written and spoken English
- Proficient in MS Office
- Service mentality
- Excellent organizational skills and time
management - Excellent negotiation skills
- Good presentation and facilitation skills for
the dissemination of information
