Job Summary: The Cross Country Thematic Specialist will steer the
thematic focus areas “Application of Psycho social Approaches (APA)” of the
Organizational Development & Capacity Development programme for CARE
Uganda, Rwanda and Ethiopia. The Cross Country Thematic Specialist for the area
of “Application of Psychosocial Approaches” (APA) is part of a team of six
Thematic Leads/Specialists on the “Learning for Change Project” that aims to
develop CARE and partner capacity in gender transformative approaches as a
basis for increasing impact in this primary area at Impact Group Level. As the
technical lead in the area of Application of Psychosocial Approaches, this
position will ensure that quality technical support for integration of a
psychosocial dimension into development projects and programs of CARE and
partners is provided with to overarching aim to contribute to transforming
societies towards gender equality. This position works closely with the Gender
Mainstreaming Advisor, as part of institutional transformation both in terms of
general psychosocial wellbeing of staff, as well as supporting staff involved
in gender mainstreaming/transformation processes and the often intense
psychosocial toll/cost that such processes can entail for staff.

- The incumbent will assess the understanding
and knowledge of psychosocial approaches at CARE country offices level and
implementing partners level - Assess and support integration of
psychosocial wellbeing for target group members into ongoing and new
programs and projects: - Support CARE Country offices and partners:
- Identify existing resources for psychosocial
wellbeing of women and girls of CARE’s and partners’ projects and
programs. - Develop contextualized psychosocial support
activities - Assess training needs of partners and other
stakeholders for the implementation of programs that integrate a
psychosocial dimension - Offer technical support and coordinate the
development of capacity development plans across all program countries
based on needs assessments. - Organize training and support according to
the capacity development plans - Provide bilateral technical assistance
(including remote TA) and on-site technical support. - In case necessary, lead the hiring of PSS
resource persons and/or consultants and supervise them. - Train country offices and implementing
partners in the use of SEE_PET methodology and the CARE psychosocial
facilitation manual.
2. Support to advocacy
for social protection systems including psycho social support for vulnerable
women and girls (10%)

- Actively participate and organize coalitions
with other players for psychosocial support on country level and
regionally. - Identify relevant stakeholders to raise
awareness on the importance of psychosocial wellbeing and their
contribution to create and implement a social protection system for
vulnerable women and girls. - Develop simple methods and training materials
for CBOs to communicate the importance of psychosocial wellbeing and its
contribution to social cohesion and the development to the community. - Establish community level activists and
advocacy forums for community level engagement on psychosocial issues.
3. Support to partner
organization and CARE country offices to establish mechanisms of psychosocial
support for their staff (particularly for staff that is directly working with
persons in difficult psychosocial situations, for staff that is affected
themselves by gender issues e.g. by domestic violence and for staff that feels
challenged by the gender mainstreaming process that is implemented as part of
this program) (10%)

- Support design and implementation of measures
of support for persons working to support the psychosocial wellbeing of
vulnerable persons; the purpose is to help those persons (staffs,
volunteers,…) who work on the frontline and are closest to the hardship of
the projects’ and programs’ participants to stay healthy and maintain
their own psychosocial wellbeing; provide them support (supervision) in
case they have question on how to support the psychosocial wellbeing and
empowerment of the program’s core impact group which is women and girls
who are affected by gender discrimination, and are able to cope with what
they see and hear. - Additionally find measures to provide
psychosocial support to staff and volunteers who are themselves affected
by issues that the programs and projects try to address – e.g. domestic
violence - Support capacity building coordinators in
each country to coordinate processes for the compilation and maintenance
of updated resource lists of psychosocial support organizations and
services for the target and impact groups of the projects and programs of
CARE and its implementing partners.
4) Support to thematic
lead on Knowledge Management and Monitoring and Evaluation to use the available
M&E data regarding the added value of the application of psychosocial
approaches as well as to monitor how the training and guidance provided by the
“Learning for Change” Program impacts on the lives of the target group members
(primarily women and girls) of the implementing partners and CARE. (30%)

partners to ensure that they have effective databases, and data
collection, analysis and reporting tools for monitoring and evaluating the
added value of the integration of a psychosocial dimension into
programming as well as how the training and guidance provided by the
“Learning for Change” Program impacts on the lives of the target group
members (primarily women and girls) of the implementing partners and CARE. - Support Country offices and implementing
partners to identify, prepare and document Key learning for applying a
psychosocial approach to their programming and the added value of the
integration of a psychosocial dimension into their program particularly
for women and girls – use as well M&E data from Roco Kwo (Uganda
program) and Berchi (Ethiopia program) endlines. - Facilitate inter country learning through
Documentation and sharing of best practices both at local, national and
international levels.
Qualifications, Skills and Experience:
- The applicant should preferably hold a
Master’s degree in Social work and Social development, Community
Psychology/rehabilitation, adult education, Sociology or relevant Post
graduate qualification. - Advanced knowledge and experience in gender
transformative approaches interventions. - A minimum of five years of hands on
professional experience in community development work. - (Experience and knowledge of working within a
Post Conflict Recovery and development background would be an advantage). - Previous exposure and experience working with
large, cross cultural teams with multiple deliverables is desirable. - Excellent inter-personal communication and facilitation
skills; sound judgment and decision making skills. - Proven ability to network, build
relationships and establish collaboration with different partners,
agencies local and international networks. - Ability to link with community activists and
social movements - Working knowledge and strong skills in
M&E, report writing and documentation. - Working knowledge of languages used in the
participating countries (Ethiopia, Rwanda, Northern Uganda) are considered
an added value
