About RSCE:
The
Regional Service Centre Steering Committee is the decision-making body for
RSCE, in compliance with General Assembly resolutions, United Nations
Secretariat rules and regulations, strategic guidance from United Nations
Headquarters and oversight bodies. The Steering Committee consults with the
Global Field Support Strategy Implementation Coordination Team, as required.

The
Regional Service Centre, as approved by the Member States, is owned, managed
and staffed by the regional missions it serves. This framework reinforces the
existing missions’ chain of command structures and lines of authority in a
manner that does not create an additional layer between Headquarters and the
regional missions. It also ensures that staffing for RSC.

Key Duties and Responsibilities: Within delegated authority, the Finance
and Budget Assistant will be responsible for the following duties:

1. Accounts:
- Render support in the closing of monthly
accounts and preparation of financial statements for submission to
Headquarters. - Scrutinize source documents for completeness,
accuracy and validity of charges. - Reconcile and review suspense account and
approve the clearance procedures. - Render support in the monitoring of
expenditures to ensure they remain within authorized levels. - Prepare vouchers to replenish petty cash
accounts. - Process payments and prepare vouchers for
various accounting entries, including payments for vendors, other missions
or agencies and other creditors, and communicating any discrepancies to
supervisors. - Compute staff claims/entitlements and raise
vouchers regarding their entitlements, including deductions, salaries,
claims, hazard allowance and monthly mission allowance. - Prepare bank reconciliation on monthly basis.
- Assist the Finance Officer in extracting
information and generating expenditure reports from computerized
information system databases; assist in preliminary analyses of the
extracted information and the reports generated, and highlight areas of
concern for the attention of the Finance Officer.
2. Treasury/Cashier:
- Keenly monitors/reviews methods used to remit
payments and supervises investigation of non-receipt of payments. - Regularly reviews funds receipts and
identifies sources and records them as appropriate in the General Ledger. - Renders support in the monitoring the transmittal
of payments worldwide - Assists in the disbursement of funds within
all RSCE house banks; all duly approved payments to financial institutions
within the purview of RSCE by verifying banking instructions, methods of
payment, partner banks, beneficiary details, routing instructions and
amounts to be disbursed; - Reviews incoming payment instructions with
regard to banking details and sources of funds. - Prepares payments for final disbursement by
Cashier. - Renders support in the monitoring of the
dispatch of payment instructions and cheques to banks. - Verifies receipts and deposit slips for all
incoming funds. - Assists staff members regarding queries on
payment and deposit-related issues. - Investigates complaints of non-receipt of
funds
3. General:
- Keep up-to-date on guidelines that have
bearing on matters related to programme/peacekeeping budgets, ensuring
compliance with United Nations policies and procedures. - Draft/prepare memoranda and cables to various
offices, sectors, other field missions and/or headquarters. - Perform any other duties as assigned by the
supervisor.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations
RSCE Finance and Budget Assistant should hold a High school diploma or
equivalent. Specialized national or international certification in
accounting and finance is desirable. - A minimum of six years of progressively
responsible experience within the United Nations system or in the private sector
at the national or international level in accounting, budgeting or
financial management. - Previous experience in the banking sector’s
back office operations and/ or experience working in a Cashier/ Treasury
office of an International Organization is desirable. - Previous exposure and experience in field
mission operations is desirable. Knowledge of IPSAS and/or IFRS is
desirable. - Proficiency in the usage of computers and
office software packages (MS Word, Excel, etc.) and knowledge of database
packages, working experience in web based ERP financial systems (i.e. SAP,
PeopleSoft, Oracle, etc.). - Languages: English and French are the official
working languages of the UN Secretariat. For this position, fluency in
English is required.
