About URA:
The
Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority
Statute of 1991 and set up in September of the same year as a central body for
assessment and collection of specified revenue, to administer and enforce the
laws relating to such revenue and to provide for related matters. This statute
incorporated all the laws that were in force then regarding tax collection. The
new organization (URA) amalgamated the three tax administration departments
that were responsible for all the taxes collected by the Central Government of
Uganda.
Job Summary: The Legal Officer – Debt Collection will coordinate
the enforcement of operations against default tax payers to recover unpaid tax
and reduce debt stock
Key Duties and Responsibilities: 
  • Prepare and monitor compliance with installment
    payment agreements.
  • Profile case for non-compliant tax payers to
    determine appropriate recovery tools for enforcement
  • Expeditiously follow-up and ensure timely
    collection of taxes from taxpayers under liquidation or receivership
  • Provide legal advice to on debt collection
    processes and procedures
  • The incumbent will also provide Legal
    Opinions on the various subjects/areas of interests as requested by
    clients so as to facilitate rightful decision making
  • Perform any other duties as assigned by the Supervisor
    Debt Collection.
Qualifications, Skills and Experience: 
  • The applicants for the Uganda Revenue
    Authority (URA) Legal Officer- Debt Collection jobs should at least hold a
    Bachelor’s Degree in Law from a recognized University
  • Possession of a Diploma in Legal Practice
  • Basic training in Debt Management &
    Recovery
  • Basic Training in Tax Law and Tax Practice or
    general Tax Administration
  • At least two years’ experience in Debt
    collection related work in a financial institution, debt collection firm
    or government agency
  • Broad working knowledge of Debt collection
    provisions in the tax laws
  • Working knowledge of Tax laws and Auctioneers
    Act
  • Excellent negotiation skills and close
    attention to debt management
  • Excellent written and oral communication
    skills
  • Excellent interpersonal skills
  • Impeccable record of integrity
  • Excellent analytical skills with close
    attention to detail.
  • Good reporting skills with proven sense to
    confidentiality
  • Good team player
