Job Summary: The Chief of Party (Family Planning Project
Uganda) will mainly be responsible for ensuring successful implementation of an
anticipated Family Planning Project in Uganda. The candidate will provide leadership
and strategic guidance to this project and will have technical, managerial, and
interpersonal skills and experience.
Key Duties and Responsibilities: 
  • The incumbent will manage all donor
    requirements for program implementation, including effective utilization
    of the budgets and ensure project deliverables are achieved.
  • Develop and manage a team that includes
    Program Managers/Officers and Technical Advisors in different areas of
    expertise, ensuring they get the support needed for maintaining high
    quality implementation of the project, as well as meeting deliverables and
    building capacity as required.
  • Build and strengthen strong relations with
    key stakeholders including government, particularly the Health Sector,
    donors, and partners, coordinating regularly with them on project updates
    and results and attending relevant technical working groups and
    conferences as required.
  • Manage a strong and positive relationship
    with the implementing partners in the consortium and ensure accurate
    reporting, both programmatic and financial.
  • Render support in the design, implementation
    and oversight of research and evaluation activities, working closely with
    research and marketing departments to assure research is driving an
    ‘evidence to action’ approach to social marketing activities
  • The incumbent will ensure project
    implementation follows all USAID grant terms and conditions
  • Ensure that all project reports are submitted
    to donors and other stakeholders and that they are accurate, complete and
    on time.
  • The COP will ensure the effective use and
    coordination of donor resources and the compliance of the financial
    systems and controls with relevant donor standards.
Qualifications, Skills and Experience: 
  • The ideal candidate for the Chief of Party
    vacancy should hold a Master’s degree in Public Health or related field
    from an accredited University.
  • At least seven years of project management
    experience of public health projects in Sub-Saharan Africa; preference
    given to candidates with Uganda-specific experience.
  • Five years in a senior level management
    position as well as Chief of Party or equivalent.
  • Previous experience in effectively
    interacting with the host country agencies, including the private sector,
    central and local government, development partners, civil society is
    essential.
  • Demonstrated experience leading large,
    donor-supported programs in strategic planning, financial management and
    performance monitoring are essential.
  • Demonstrated and recent (within last 5 years)
    experience implementing USG-funded grants
  • Significant experience in social franchising,
    social marketing as well as behavioral change communications experience.
  • The successful candidate will be creative,
    innovative, and strategic thinker, and will have: excellent communication,
    analytical, organizational, interpersonal and cross-cultural skills and
    proven ability to produce results.
  • Proven ability to represent PSI/PACE and
    negotiate at the highest levels of government, donors and partner
    organizations.
  • Proven record of working with large and
    diverse teams.
  • Demonstrated ability to perform internal
    control functions to manage day to day operations of the project
  • Previous experience in running large-scale FP
    programs in developing countries
  • A strong reproductive health background is
    essential.
  • S/he must be fluent in English and must
    possess excellent oral and written communication skills.
