by helping people build secure, productive and just communities. Mercy Corps
has been fully registered in Uganda as an operational NGO. Currently Mercy
Corps has an office in Kampala and is implementing Food Security programs which
comprise of Water and Sanitation, Livelihood and Agriculture and Conflict
Mitigation Management Program in North and North Eastern Uganda. We implement
programs in the northern districts of Pader, Kitgum, Agago, Lamwo, Kaabong,
Abim and Kotido with funding from USAID, USDA, Walmart Foundation, SDC, DFID as
well as other private donations.
Job Summary: The Reporting, Learning and Communications Officer
will play a focal role in program quality assurance, accountability,
documentation and learning unit, which exists to support and improve program
design and implementation. The incumbent will support planning and completion
of all essential reporting for TRAIL and potentially other programs. The
incumbent will also identify any areas of potential learning, design and
implement documentation of such learning and work to incorporate the key
learning into future programs. Lastly, the jobholder will strategize and
complete communications documentation, including internal capacity building for
program staff on learning and communications.
Key Duties and Responsibilities: 
  • Offer technical support to the MEL manager in
    data collection, analysis, organization and presentation, particularly in
    qualitative data analysis.
  • Actively participate in program and sector
    assessments, evaluations and monitoring surveys. This will entail
    trainings and management of data collectors, report write and facilitating
    results discussion.
  • Responsible for blogging and /or compiling
    other written releases or reports.
  • Work closely with sector heads to ensure that
    case studies and stories from are documented and communicated periodically.
  • Prepare and update program communication
    materials.
  • Cataloguing stores/quotes for project
    descriptions and qualitative data use.
  • In charge of the collection, cataloguing and
    organization of programmatic and organizational knowledge.
  • Conducting, documenting and recording
    beneficiary interviews and share all learnings from program implements.
  • Work in liaison with program team members to
    develop and maintain an excellent communication, and facilitate periodic
    reflection and analysis of program monitoring information that feeds into
    programming and learning.
  • Establish database for private sector
    partners working with the program and work closely with the program team
    to monitor progress.
  • Build and maintain professional relationships
    with local government officials, private sector partners, NGOs, other
    development organizations, and civil society organizations.
  • Maintain an active advisory role with each
    program team to help guide them towards robust and relevant data
    collection.
  • Work closely with Senior MEL Manager, Deputy
    Program Director and other staffs to ensure that activities are
    implemented on plan and progress towards targets is not compromised.
  • Conduct himself/herself both professionally
    and personally in such a manner as to credit Mercy Corps and to not
    jeopardize its humanitarian mission.
  • Perform any other duties as assigned by
    his/her supervisor or representatives.
Qualifications, Skills and Experience: 
  • The ideal candidate for the Mercy Corps Reporting,
    Learning and Communications Officer placement should hold a bachelor’s
    degree in Communications, Demography, Statistics, Business administration
    or relevant field.
  • A minimum of three years of learning and
    communications experience.
  • Excellent writing and excellent analytical
    skills.
  • The applicant must possess excellent communication
    skills for multiple audiences, including donors, government, thought
    leadership, and general public, among others.
  • Previous exposure and experience with
    qualitative data analysis and subsequent report writing essential.
  • Broad working knowledge of quantitative and
    qualitative data collection, analysis and reporting techniques. S/he
    should understand and be able to apply basic measures of central tendency
    and spread.
  • Skills of Microsoft Publisher and/or
    Photoshop, or similar software a plus.
  • The ideal candidate should possess the ability
    and curiosity to work comfortably and effectively in the cultural,
    relatively poor infrastructure of Acholi sub region.
  • Be an excellent communicator, have a strong
    sense of humor, multi-tasker, and able to work difficult and often
    stressful environments.
  • Fluent in both spoken and written English.
    Luo language skills is an added advantage
