About US:
The
Public Service Commission was established under the provisions of Article
165(1) of the 1995 Constitution. The Public Service Commission has a mission “To
provide Government with employees of the right caliber, in right numbers,
placed in the right jobs at the right time.”
Key Duties and Responsibilities:
  • In charge of collecting and analyzing data on
    condition of national and district, urban and community access roads
    (ducar) to facilitate planning and monitoring programmes;
  • Carrying out the design, document and
    supervise the construction of bridges and drainage structures on ducar;
  • Developing and disseminating guidelines in
    respect of development of ducar roads to local governments;
  • In charge of developing and enforcing
    appropriate designs in construction and maintenance of bridges, national
    and ducar roads;
  • Initiating policy guidelines for decongesting
    Kampala city roads and other major urban areas;
  • Monitoring programs and routine ducar roads
    management activities;
  • Responsible for developing and coordinating
    work-plans for ducar roads development;
  • In charge of building the capacity of
    technical staff engaged on the development of ducar roads;
  • Perform any other duties as may be assigned
    from time to time.
Qualifications, Skills and Experience:   
  • The applicants should be Ugandans who possess
    Honours Bachelor’s Degrees in Civil Engineering plus a minimum of a
    Postgraduate Diploma in Civil Engineering from a recognized University
    /Institution;
  • The incumbent should be a registered Civil
    Engineer with the Uganda Engineers Registration Board (UERB);
  • A minimum of six (6) years of relevant
    experience at least three (3) of which should have been served at the
    level of a Senior Engineer in Government or equivalent experience in road
    management from a reputable Organisation.
  • Age: Above 28 years

standards technical, Interpersonal skills, ability to coach subordinates and

conflict management, policy development, change management, Research and report
writing project management and technical skills.

Application
forms should bear the title of the post followed by the Reference Number
specified against the vacancy. The appropriate Advert Title e.g. “PSC
External Advert. No. 1/2016” should be indicated in capital letters on the top
of each first page of the Public Service Form No. 3 (2008). Applicants should
attach three sets of photocopies of their certificates and testimonials.
Applicants subsequently shortlisted for oral interviews shall be required to
present certified copies and originals of their academic transcripts and
certificates at the time of sitting the Oral Interviews and their names will be
shown on the PSC website and on  the PSC
noticeboard.
