About US:
The
Ministry of Gender Labour and Social Development (MGLSD) has been leading
efforts to promote a coordinated approach to social protection in Uganda. These
efforts culminated in the design and implementation of the Expanding Social
Protection (ESP) programme with financial and technical support from GoU, DFID,
Irish Aid and UNICEF. Its goal is to reduce chronic poverty and improve life
chances for poor men, women and children in Uganda. The purpose is to embed a
national social protection system, including social assistance for the poorest and
most vulnerable, as a core element of Uganda’s national planning and budgeting
processes.
Phase
1 of the ESP programme was implemented through a Social Protection Secretariat
which was established in 2010 under the Directorate of Social Protection of the
Ministry. The objectives of Phase 1 included piloting Social Assistance Grants
in 15 districts and capacity building. ESP is now transitioning to Phase II in
which the program will expand to cover a total of 55 districts during the next
five years and be implemented by a Programme Management Unit (PMU), supported
by regional offices in Gulu, Kaberamaido, Kamuli, Kiboga, Kyenjojo, Moroto and
Nebbi.
Job Summary: The Senior Programme Officer Capacity Building
will implement capacity building activities for all Regional and Local
Government personnel, contributes to the development and implementation of the
overall training programme to support the SAGE Unit ensure that district,
sub-county and parish partners are able to effectively implement the programme.
The incumbent also manages the program registry at the PMU.
Key Duties and Responsibilities: 
  • Develops training and capacity building plans
    for National level, regional level and district (LG) level staff.
  • Works closely with the SPO Administration and
    HP unit staff as necessary for rl e preparation and implementation of
    training /capacity workshops.
  • In charge of managing contractors to ensure
    training materials are checked for accuracy, and trainers deliver quality
    and timety services.
  • In charge of the distribution and following
    up the delivery of the Training materials to the right RTSUs in liaison
    with respective operational officers (liaison).
  • Responsible for delivering SAGE Training at
    both the National and Regional level.
  • Manage the work of external training
    contractors with support from the Operations coordinator.
  • Responsible for planning, procuring, storing
    and maintaining adequate levels of all training materials.
  • Preparing and submitting timely training
    reports for all trainings conducted at National and Regional level
  • Receive and review monthly training reports
    from the regions and address any issues that emerge from these reports
    timely.
  • Work closely with the regions on any training
    needs or emerging issues that may have arisen from the district Trainings.
  • Take lead in ensuring review and updating of
    training Materials.
  • Ensuring that all training materials are
    saved in the right folders on the server for access by other programme
    users.
  • Responsible for management of master trainers
    and their regular . capacity building.
  • Maintain a training database for ail training
    supported by the program.
Qualifications, Skills and Experience: 
  • The prospective Senior Programme Officer
    Capacity Building should hold a Bachelor’s degree in the following fields;
    Human Resource Management, Social sciences. Public Administration and
    Management, Sociology. Possession of a post graduate qualification in
    Human Resource Management or related field preferred.
  • Possession of Training of Trainers courses,
    Computer applications (MS office), Database management training
    certificates is desired
  • At least five years’ experience m similar
    position in a busy and reputable organisation.
  • Excellent organisational skills
  • Excellent training and presentation skills.
  • High conceptual and analytical skills.
