Job Summary:  The WASH
Officer will render support in the implementation of the UNICEF  country office in emergency preparedness and
response and contribute to programme design and implementation, monitoring and
evaluation, data analysis and progress reporting. The incumbent will be
responsible for implementation of emergency response and providing technical
support to partners and local government for the implementation of programme
elements related to development of sustainable water supply and emergency water
provision in Gulu Zonal Office districts.
Key Duties and Responsibilities: 
  
  • Render support in the formulation of plans of
    action in preparation and response to emergencies and contribute to early
    warning and timely emergency preparedness. Systematically collect data in
    collaboration with other sectors and partners and provide analysis on
    evolving emergency situations. Monitor, supervise and ensure the quality
    of WASH activities and services in emergencies, refugee settlements and
    transit centres with a special focus on improved WASH in communities and
    health units, and improved WASH in primary schools, ECDs and child
    friendly places, taking into account gender issues.
  • Offer technical support in the implementation
    of appropriate sustainable water supply systems, sanitation and hygiene
    strategies by District Government and WASH sector partners including DWO
    and DHO. Support water, sanitation and hygiene monitoring, information
    management and data collection on district level in coordination with
    district local government and other relevant stakeholders. Undertake
    regular field visits to selected districts and provide technical support
    to government entities. Analyze and evaluate data to ensure achievement of
    objectives and/or take corrective action when necessary to meet
    programme/project objectives. Provide technical advice and assistance to
    government officials and other partners in the planning, implementation,
    monitoring and evaluation of programmes.
  • Work closely with the government, UNHCR and
    other partners in different fora to ensure effective UNICEF WASH
    engagement and contribution. Participate in sector and project related
    meetings held at the transit camps and settlement areas. Utilizing sector
    coordination platforms ensure that WASH responses are in line with
    existing guidance, standards, human rights and legal obligations. Advocate
    for due attention and support to be given to environmental and sustainable
    development issues related to WASH in all sectors and relevant ministries.
  • Ensure timely planning, release and end-use
    monitoring for emergency supplies. Monitor, supervise and assess the
    quality of WASH activities implemented by UNICEF’s partners working in
    transit camps and settlement areas. In the event of an emergency, promptly
    assist in implementing the initial operation tasks related to emergency
    assistance. Participate in implementing emergency preparedness and
    response plans as required.
  • Prepare and submit programme/project status
    reports required for management, board, donors, budget review, programme
    analysis, annual reports, lessons learned etc., as required. Ensures the
    accurate and timely input of reports.
Qualifications, Skills and Experience:
  • The applicant for the United Nations UNICEF WASH
    Officer career opportunity should hold a University degree in one of the
    following fields: Civil Engineering, Mechanical Engineering, Sanitation
    Engineering, Public Health, Social Sciences, or a field relevant to WASH
  • A minimum of two years’ professional work
    experience at the national and/or international levels in programme
    development, management, implementation, monitoring and evaluation, in a
    related field.
  • Previous field work experience.
  • Additional training or background in emergency
    response management or emergency preparedness and planning highly
    desirable.
  • Familiarity with work related dynamics at
    community, district and central levels and ability to work in the field.
  • Relevant experience in Community based health
    programmes is an added advantage.
