About US:
The
Ministry of Gender Labour and Social Development (MGLSD) has been leading
efforts to promote a coordinated approach to social protection in Uganda. These
efforts culminated in the design and implementation of the Expanding Social
Protection (ESP) programme with financial and technical support from GoU, DFID,
Irish Aid and UNICEF. Its goal is to reduce chronic poverty and improve life
chances for poor men, women and children in Uganda. The purpose is to embed a
national social protection system, including social assistance for the poorest and
most vulnerable, as a core element of Uganda’s national planning and budgeting
processes.
Phase
1 of the ESP programme was implemented through a Social Protection Secretariat
which was established in 2010 under the Directorate of Social Protection of the
Ministry. The objectives of Phase 1 included piloting Social Assistance Grants
in 15 districts and capacity building. ESP is now transitioning to Phase II in
which the program will expand to cover a total of 55 districts during the next
five years and be implemented by a Programme Management Unit (PMU), supported
by regional offices in Gulu, Kaberamaido, Kamuli, Kiboga, Kyenjojo, Moroto and
Nebbi.
Job Summary: The jobholder will provide timely IT support to
RSTU staff and ensure that the IT ‘ infrastructure is property installed,
regularly maintained, fully functional so as to facilitate communication, data
management storage, retrieval, analysis and dissemination through stable
internet connection. Ensure emails are working for the effective delivery and
performance of program communication.
Key Duties and Responsibilities: 
  • The IT Officer will implement MIS and IT
    requirements, according to the agreed program policy.
  • Support and analyze ail beneficiary data for
    purposes of accuracy for programme use and identification of gaps in data
    for audit purposes
  • Keenly review and capture all SAGE
    beneficiary data-related issues from all stages like registration,
    targeting, enrolment, payments, reconciliations, change management and
    grievance management.
  • In charge of ensuring that the MIS is
    capturing & giving the required data for progr smme use in a timely
    manner
  • Identify areas required for development or
    amendment in the MIS to capture programme data.
  • Prepare and submit required reports from MSS
    that confirm & reflects correct programme output for use by the
    programme R external partners. This must be supported by M&E as a
    reflection of true programme outputs.
  • Support regional Beneficiary payment.
    Reconciliations and reporting.
  • Guide the SPO MIS to take action on all
    beneficiary grievance management related issues with the assistance of
    information from the MIS.
  • Reconcile MIS information with beneficiary
    manual and electronic payments.
  • Maintain the proper functioning of LAN &
    computer hardware and printers to support payment processes.
Qualifications, Skills and Experience: 
  • The applicant for the IT Officer vacancy
    should hold a Bachelor of Science degree in Computer science or
    Information Technology
  • At least three years’ experience in managing
    MIS systems for large operational programmes and hardware programming
  • Strong data analysis skills and ability to
    work with data management software.
  • Demonstrated ability to use standard
    computing packages (MS Office programmes including Word, Excel, PowerPoint
    and suitable project planningtools).
  • Good Data and Records Management Skills.
  • Keen attention to detail and ability to
    quickly analyse, understand, interpret and convey complex scenarios and
    identify effective strategies.
  • Good knowledge in hardware and software
    maintenance.
