About UCC:
The
Uganda Communications Commission (UCC) was established to implement the
provisions of The UCC Act 2013 Laws of Uganda with a principal goal of
developing a modern communications sub-sector and Infrastructure in Uganda, in
conformity with the operationalization of the Telecommunications Policy.
Job Summary: The Director Rural Communications Development Fund
Department will provide strategic leadership in the development and monitoring
activities of the Rural Communications Development Fund that is, project
management and technical monitoring in line with the applicable statutory Act
(UCC Act and the RCDF Mandate).
Key Duties and Responsibilities: 
  • In charge of the development and monitoring
    of the RCDF policy, sustainable framework for the projects in accordance
    with the Fund mandate.
  • Oversee the implementation of the RCDF
    Monitoring and evaluation policy through designing and development of
    M&E initiatives for assigned like including monitoring data quality,
    tracking the progress of activities, and contributing to staff
    capacity-building initiatives as necessary
  • The incumbent will also develop and sustain a
    framework for the new projects and existing in accordance with Fund
    programmes through management of the strategic aspects of RDDF engagements
    and mitigates any risk.
  • Mobilize grants for the fund through
    effective stakeholder management and resource mobilization strategies.
  • Prepare and submit Fund reports to the RCDF
    Committee in line with departmental mission.
  • Develop, monitor and control the RCDF budget
    in line with departmental mission and the approval of fund in accordance
    with RCDF regulations and policy.
  • Management of strategic internal and external
    relationships with the public, development partners and the government
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a Master’s
    degree in Business Administration, Project Planning and Management or a
    related field;
  • The jobholder should also hold a Bachelor’s
    degree in Business Administration, Computer Science, Engineering or a
    related field; and
  • The applicant must be a member of a relevant
    professional body
  • At least ten years’ experience in the
    programme or fund management field of which five (5) years should be in a
    managerial position at a similar corporate setting Skills, Knowledge and
