About RSCE:
The
Regional Service Centre Steering Committee is the decision-making body for
RSCE, in compliance with General Assembly resolutions, United Nations
Secretariat rules and regulations, strategic guidance from United Nations
Headquarters and oversight bodies. The Steering Committee consults with the
Global Field Support Strategy Implementation Coordination Team, as required.
The
Regional Service Centre, as approved by the Member States, is owned, managed
and staffed by the regional missions it serves. This framework reinforces the
existing missions’ chain of command structures and lines of authority in a
manner that does not create an additional layer between Headquarters and the
regional missions. It also ensures that staffing for RSC.
 
Key Duties and Responsibilities:
  • Carries out extensive legal research and
    analysis and prepare studies, comparative studies, briefs, reports and
    correspondence.
  • Conducts basic or extensive review of legal
    documents, instruments, or other material; identifies important issues,
    similarities, and inconsistencies, etc.
  • Prepares or assists in the preparation of
    drafts of background papers, studies, reports, legislative texts and
    commentaries on those texts, teaching materials in the field of
    international trade law and private international law, etc.
  • Keenly reviews, advises on and drafts
    indictments or legal motions/submissions.
  • Assesses evidence for relevance and
    admissibility.
  • Prepares and assesses briefs of evidence.
  • Services or assists senior colleagues in
    servicing diplomatic conferences, commissions, committees, task forces,
    expert groups and other bodies, including preparation of background
    materials, summaries of issues and views of delegations, meeting reports,
    etc.
  • In charge of 
    representing the Organization before arbitral and other tribunals
    or administrative proceedings, including disciplinary cases.
  • Provides legal advice on human resources
    matters; reviews administrative matters.
  • Administers programmes of legal technical
    assistance.
Audit:
  • Arranges, attends and takes notes at the
    entrance/exit conferences and subsequently ensures that agreed actions
    arising are taken. Where necessary, facilitates and coordinates matters
    arising during the course of assignments between the Mission and the
    oversight bodies, including advising Mission Representatives on informal
    and preliminary responses, such as responses to audit observations;
  • Renders support in the work of oversight
    bodies on behalf of the RSCE, by coordinating with the relevant
    stakeholders in the RSCE and ensures that any recommendations are
    addressed and that all stakeholders are regularly updated.
  • Assists in documenting, evaluating and
    testing systems and controls to determine their adequacy and effectiveness
    to ensure (i) compliance with policies and procedures, (ii) accomplishment
    of management’s objectives, (iii) reliability and integrity of
    information, (iv) economic use of resources, and (v) safeguarding of
    assets.
Administration of
Justice:
  • Supports the Chief of Unit in activities
    related to the administration of justice within the RSCE; assists with
    addressing all legal cases, including communication with and responses to
    the Management Evaluation Unit (MEU), the United Nations Dispute Tribunal
    (UNDT), the Ombudsman, the United Nations Appeals Tribunal (UNAT), and any
    follow-up actions required as an outcome of such cases.
  • Performs any other duties as required.
Qualifications, Skills and Experience: 
  • The ideal candidate for the United Nations
    RSCE Associate Compliance Officer (Legal) job opportunity should hold an advanced
    university degree (Master’s degree or equivalent) in international law is
    required. A first-level university degree in combination with qualifying
    experience may be accepted in lieu of the advanced university degree.
  • At least two years of progressively
    responsible experience in law, including legal analysis, research and
    writing is required. At least one (1) year experience in United Nations
    peacekeeping or other field operation is desirable.
  • Languages: Fluency in oral and written English
    is required.

    legal principles, concepts and procedures and terminology for review,
    examination, and processing of a range of legal documents. Knowledge of
    various legal research sources, including electronic, and ability to
    conduct research and analyze information on a wide range of legal issues.
    Knowledge of the civil law and/or common law legal systems and principles.
    Ability to interpret and apply legislative instruments, develop and
    present results, recommendations, and opinions clearly and concisely.
    Ability to draft legal papers and work under pressure. Ability to apply
    good legal judgment in the context of assignments given. Shows pride in
    work and in achievements; demonstrates professional competence and mastery
    of subject matter; is conscientious and efficient in meeting commitments,
    observing deadlines and achieving results; is motivated by professional
    rather than personal ;concerns; shows persistence when faced with

    when planning; monitors and adjusts plans and actions as necessary; uses
    time efficiently.
  • Teamwork: Works collaboratively with
    colleagues to achieve organizational goals; solicits input by genuinely
    valuing others’ ideas and expertise; is willing to learn from others;
    places team agenda before personal agenda; supports and acts in accordance
    with final group decision, even when such decisions may not entirely
