Parliamentary Forum on Youth Affairs (UPFYA) is an advocacy platform in
Parliament formed in 2008 by a section of youthful members of the eighth
Parliament with a shared purpose of using collective energies to effectively
and meaningfully represent youth issues through legislation, budget
appropriations and oversight.
Job Summary: The Coordinator will serve as the head of the
Secretariat of the Uganda Parliamentary Forum for Youth Affairs and is
therefore responsible, on behalf of the UPFYA Board of Directors, for:
  • Successful implementation of any plans
    prepared and adopted by UPFYA’s Board – currently its Strategic Plan
    2011-2016;
  • Successful implementation of any projects for
    which UPFYA is in receipt of funding;
  • Day-to-day management of UPFYA: its staff,
    finances, resources, activities and future planning; and
  • Ensuring UPFYA operates within the law and
    complies with its own policies and procedures.
  • The current priority is the successful delivery
    of UPFYA’s DGF funded multi-year project entitled ‘Enhancing Youth
    Participation in Governance Issues through Legislation’ and the
    anticipated DGF 1 +for which the post-holder is the accountable officer.
  • The Coordinator also serves as the Secretary to
    the Board of Directors.
     
Key Duties and Responsibilities: 
1. Managing the
organisation:
  • The incumbent will ensure the UPFYA office
    functions effectively in terms of record keeping, asset management and as
    a base for effective planning and implementation of activities;
  • Ensure robust financial management, from
    budgeting to audit, in accordance with regulations, policies and
    procedures;
  • Ensure UPFYA reports as necessary to its
    Board, funders and other stakeholders and that its reports are produced to
    the required level of quality; and
  • The incumbent will also ensure UPFYA fulfills
    its legal obligations as an NGO and as an employer.
2. Managing the staff
team:
  • Ensure UPFYA has robust staff management
    policies, procedures and systems in place, and oversee effective
    implementation;
  • Ensure effective and regular support,
    supervision, review and appraisal of staff is conducted;
  • The incumbent will take appropriate steps to
    ensure that the UPFYA secretariat works together as an effective and
    high-performing team; and
  • Ensure effective support and supervision of
    any interns placed with UPFYA.
3. Managing the Board and
the membership:
  • Work closely with the Board Chairperson,
    fulfill the duties of the Company Secretary ensuring Board meetings and an
    AGM are held in a timely manner and according to UPYFA’s Memorandum and
    Articles of Association;
  • Ensure the UPFYA secretariat is effective in
    providing appropriate support to its members to represent the interests of
    youth on the floor of parliament and in parliamentary committees;
4. Delivering activities
and programmes:
  • Ensure UPFYA provides leadership on the
    policy and legislative aspects of the National Youth Manifesto 2016-2021
    including ongoing work on Youth in Public procurement and the National
    Youth Service and Internship Program with Ministry of Gender Labour and
    Social Development
  • Ensure UPFYA implements its Strategic Plan
    2011-2016, the UPFYA Policy and Legislative agenda mobilizing resources as
    necessary and working with the Board to review progress and review if necessary;
  • Ensure successful implementation of any
    projects UPFYA is contracted to deliver coordinating the activities of the
    officers of UPFYA’s Secretariat;
  • Make sure there in effective planning,
    organisation and implementation of UPFYA’s district, regional and national
    level activities and participate as and when necessary; and
  • Ensure robust monitoring and evaluation of
    UPFYA’s activities and its implementation.
5. Strategic planning and
management:
  • Ensure the internal and external environment
    is monitored so that UPFYA can respond effectively to issues affecting
    young people and those raised by young people;
  • Ensure appropriate research is initiated,
    either through commissioning, in conjunction with partners or through
    direct delivery, to inform UPFYA activities and its membership and
    stakeholders;
  • Ensure UPFYA analyses information gathered
    through activities and uses this to contribute to the design and planning
    of future UPFYA activities as a result.
  • Identify gaps in policy and legislation and
    shortcomings in the implementation of existing policies and programmes to
    inform UPFYA’s future advocacy agenda;
6. Managing wider
relationships:
  • Oversees the building, strengthening and
    maintaining of UPFYA’s internal and external relationships with its
    members and stakeholders;
  • Maintains a close working relationship with
    the wider network of youth leaders including the National Youth Council
    and youth led civil society;
  • Maintains strong relationships with
    appropriate organs of government;
  • Works closely with the Board to ensure UPFYA
    is visible and represented as necessary at functions and meetings;
  • Ensure UPFYA is positioned to be as effective
    as it can in advocating for youth issues and works effectively in complex
    partnerships
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a relevant
    Master’s Degree or its equivalent is a requirement and a post graduate
    qualification in project planning and management would be an added
    advantage.
  • Significant project management experience
    within a complex organisation including managing donor funds;
  • Previous exposure and experience of managing
    staff and leading teams;
  • Prior experience of managing finances and
    fixed-term projects;
  • Working knowledge and experience of local
    laws governing operations of NGOs;
  • Excellent track record of resource
    mobilization and managing positive relationships with funders;
  • Previous experience of working in a complex
    and changeable political environment and of working directly with
    politicians
  • A high level of knowledge and understanding
    of the workings of government, parliament civil society in Uganda;
  • Broad knowledge and understanding of the
    current issues in the country especially youth related issues;
  • Familiarity with the concepts of good
    governance and democracy in a multi-party dispensation.
  • Demonstrated ability to work in a highly
    dynamic political and challenging environment transcending party
    boundaries/politics
  • Recognizable skills in policy analysis and
    advocacy
  • Excellent communication Skills
    excellent written and spoken English and excellent interpersonal skills
    with the ability to build relationships, partnerships and alliances;
  • Information Technology – Very good level of computer skills
    (Windows, Excel, Power Point, Word, Internet and social media);
  • Work Management and personal organisation –
    self-organised with the ability to manage time and tight schedules, and
    work effectively under pressure. The ability to work on own initiative,
    with a creative approach to problem solving and good attention to detail;
  • Managing people: Can build a high performing team
    that meets challenging objectives; can inspire a team of staff and
    volunteers;
  • Financial management: Good financial management skills
    including budgeting and an understanding of financial management policy;
  • Strategic thinking and planning: very
    well-developed analytical skills and the ability to anticipate
    developments and plan ahead on a personal and but with the ability to
    translate this into an organizational context;
  • Decision-making: can be decisive and display good
    judgement whilst functioning effectively in a complex political
    environment;
  • Leadership: well-developed influencing and
    advocacy skills; can display leadership in a diverse partnership context.
