About US:
The
Public Service Commission was established under the provisions of Article
165(1) of the 1995 Constitution. The Public Service Commission has a mission “To
provide Government with employees of the right caliber, in right numbers,
placed in the right jobs at the right time.”
Key Duties and Responsibilities: 
  • The jobholder will be in charge of reviewing
    Government/Civil Aviation Authority and private operations performance in
    relationship to the existing National, Regional and International
    Regulations;
  • Responsible for monitoring formulation and
    implementation .of Bilateral Air Service Agreements (BASAs);
  • Following-up the implementation of
    International Civil Aviation Convention, protocols and Agreements;
  • In charge of monitoring Civil Aviation Safety
    Operations, Communications, navigation and surveillance standards;
  • Responsible for monitoring Aircraft accident
    investigations, search and rescue activities;
  • In charge of compiling and analyzing data in
    the Civil Aviation Authority; and
  • Performing any other duties as may be
    assigned from time to time by the supervisor.
Qualifications, Skills and Experience: 
  • The applicants for the Principal Air
    Transport Officer job opportunity should be Ugandans holding an Honours
    Bachelor’s Degree in Law, Economics, Engineering, Sciences, Business
    Administration or equivalent in aviation from a recognized
    University/Institution. He/she should have a Postgraduate qualification in
    any of the above or in any Management related field from a recognized
    University/Institution.
  • A minimum of six (6) years’ experience in the
    field of Civil Aviation, three (3) of which must have been at the level of
    a Senior Officer or its equivalent from a recognised organisation.
  • Age: Above 25 years

orientation, Ethics and Integrity, Interpersonal, Communication and Computer Skills,
ability to adapt to multi-cultural setting, innovation concern for quality,
standards technical, Interpersonal skills, ability to coach subordinates and
report writing skills, Strategic thinking, negotiation skills, team building,
conflict management, policy development, change management, Research and report
writing project management and technical skills.

House, Parliament Avenue, Kampala, Ministry/Department Headquarters and
District Service Commission Offices, or can be downloaded from the PSC website,

Hand written applications are also acceptable.
Application
forms should bear the title of the post followed by the Reference Number
specified against the vacancy. The appropriate Advert Title e.g. “PSC External
Advert. No. 1/2016” should be indicated in capital letters on the top of each
first page of the Public Service Form No. 3 (2008). Applicants should attach
three sets of photocopies of their certificates and testimonials. Applicants
subsequently shortlisted for oral interviews shall be required to present
certified copies and originals of their academic transcripts and certificates
at the time of sitting the Oral Interviews and their names will be shown on the
PSC website and on  the PSC noticeboard.

should attach three (3) recent certified passport size photographs and should
apply for a maximum of only two (2) posts clearly indicating the first and
second choice on the application.
