AVSI
Foundation is an international not-for-profit, non-governmental organization
(NGO) founded in Italy in 1972. Its mission is to promote the dignity of the
person through development cooperation activities, with special attention to
education, according to the social teaching of the Catholic Church. AVSI has
been present in Uganda since 1984, first supporting hospitals and agriculture
projects in Gulu and Kitgum districts, and later expanding around 1990 to establish
the present-day headquarters in Kampala, offices in Pader, Gulu and Kitgum, and
project activities in 12 other districts. AVSI staff has remained through the
long periods of instability in northern Uganda caused both by anti-government
rebellions led by Lord’s Resistance Army, and by conflict across the northern
border in Sudan, which caused displacement in both countries.
About SCORE Programme:
AVSI
is leading a consortium of partners including CARE, TPO and FHI360 is
implementing a USAID funded project titled “Sustainable, Comprehensive
Responses for vulnerable children and their families – SCORE” in 23 districts
in Uganda.
Job Summary: The Monitoring and Evaluation Officer will
actively contribute to the implementation of activities, in particular be
responsible for the monitoring and evaluation of the project activities for
sustainable responses for improving the lives of vulnerable children and their
Households under the SCORE project within the East Region.
Key Duties and Responsibilities:  
  • The incumbent will coordinate the monitoring
    and evaluation of project activities in collaboration with the database
    officer and project officers in the AVSI SCORE east area;
  • Ensure compliance with the guidelines given
    by the SCORE SI Advisors for the collection of project data;
  • Mentor and supervise the database officer of
    the project for the collection of project data;
  • Build the capacity of project staff on data
    collection, analysis, interpretation and use;
  • Actively  participate in SCORE operational research
    and identify lessons learned and reporting such information back to the
    project team;
  • Support the functions of DQA, SIMS and all
    other related M&E evaluations, surveys, studies in the East area;
  • Significantly contribute to dissemination and
    utilization of assessment findings for learning and adaptation in the
    program;
  • Troubleshoot data quality issues (includes
    distinguishing data submission errors versus data entry error issues and
    institute correctional measures accordingly);
  • Ensure information collection and to
    collaborate with AVSI program management in the preparation of project
    reports;
  • Provide technical support on M&E and
    evidence-based recommendations to the Area Manager, project officers and
    partners.
  • Take lead in the overall, tracking,
    management, processing and analysis of quantitative and qualitative data
    and discuss findings based on regular monitoring
  • Support the compilation of change stories and
    abstracts for research and knowledge sharing
  • Support other AVSI projects [SKY] for
    specific M&E tasks and functions as and when requested.
Qualifications, Skills and Experience:  
  • The ideal candidate for the USAID SCORE
    Project Monitoring and Evaluation Officer job opportunity should hold a University
    Degree in Social Work, Social Sciences, Development Studies, Business or a
    related field of study from a recognized institution. Post graduate
    training in M&E is an added advantage;
  • At least three years’ experience in
    monitoring and evaluation within an NGO setting preferred.
  • Previous experience of leading the design,
    implementation and ongoing support for processes of planning, monitoring,
    evaluation and learning, preferably of an OVC project.
  • Experience of different measurement and
    evaluation frameworks and techniques, such as the logical framework
    approach and theories of change and organizational learning, including
    participatory techniques.
  • Prior exposure and experience of having
    developed, issued and maintained tools or methods to support planning and
    evaluation efforts.
  • Advanced proficiency in MS Access, Excel and
    SPSS required (Knowledge of non-MS database software preferred)
  • Flexibility, good communication and
    interpersonal skills, presentation skills, and ability to work under
    pressure with minimal supervision.
