About RSCE:
The
Regional Service Centre Steering Committee is the decision-making body for
RSCE, in compliance with General Assembly resolutions, United Nations
Secretariat rules and regulations, strategic guidance from United Nations
Headquarters and oversight bodies. The Steering Committee consults with the
Global Field Support Strategy Implementation Coordination Team, as required.
The
Regional Service Centre, as approved by the Member States, is owned, managed
and staffed by the regional missions it serves. This framework reinforces the
existing missions’ chain of command structures and lines of authority in a
manner that does not create an additional layer between Headquarters and the
regional missions. It also ensures that staffing for RSC.
Key Duties and Responsibilities:  Within delegated authority, the Human
Resources Officer will be responsible for the following duties:
1. General:
  • The jobholder provides advice and support to
    managers and staff on human resources related matters;
  • Prepares special reports and participates
    and/or leads special human resources projects as required, on behalf of
    the Service Line;
  • Keeps abreast of developments in various
    areas of human resources;
  • The HR Officer leads a team of Human
    Resources and Finance assistants to provide support to client Missions in
    all areas of onboarding and separation of staff and non-staff (as
    appropriate), administration of entitlements and benefits, contract
    management, and other operational and transactional activities;
  • Regularly monitors the work load assigned to
    the team for backlogs and takes appropriate action as necessary; coaches
    staff under his/her responsibility and identifies needs for continuous
    learning.
  • Guides the HR Partners under his/her
    responsibility regarding personnel administration, staff benefits and
    entitlements, monitors all transactions performed by the HR Partners under
    his/her responsibility to ensure accuracy and quality, advises HR Partners
    under supervision on the level of remuneration for consultants and individual
    contractors;
  • Periodically monitors operational activities
    of HR assistants under supervision, ensures the accuracy and efficiency of
    all transactional and operational processes as per established SOPs and
    benchmarks.
2. Recruitment and Placement:
  • Works closely with Hiring Managers and CHROs
    in the Client Missions regarding onboarding / placement and the separation
    of staff;
  • Keenly reviews recommendation on the
    selection of candidate by client offices;
  • Oversees all activities related to Offer
    Management within the Service Line;
  • On behalf of the Service Line, monitors and
    evaluates offer management / on boarding – related activities and the
    separation activities for Client Missions, and recommends changes or
    corrections related to procedures to these offices in line with the rules
    and regulations in force for these functions.
3. Administration of Entitlements:
  • Provides advice on interpretation and
    application of policies, regulations and rules. Reviews and provides
    advice on exceptions to policies, regulation and rules.
  • Administers and provides advice on salary and
    related benefits, travel, and social security entitlements.
  • Determines and recommends benefits and
    entitlements for staff on the basis of contractual status.
  • Regularly reviews policies and procedures and
    recommends changes as required.
  • Reviews and recommends level of remuneration
    for consultants.
4. Staff Development and Career
Support:
  • Identifies and analyzes staff development and
    career support needs and designs programmes to meet identified needs.
    Prepares monitoring reports on staff development and career support
    programmes;
  • Designs, plans, monitors and provides
    induction orientation programme and briefing to new staff members.
  • Provides performance management advice to
    staff within the Service Line and to RSCE management. Assists supervisors
    and staff with understanding and using the performance appraisal system
    (PAS).
  • The incumbent will assess training needs of
    the Service Line and identifies, designs and delivers training programmes
    to staff at all levels within the Service Line.
Qualifications, Skills and Experience:  
  • The ideal candidate for the United Nations
    Human Resources Officer career opportunity should hold an advanced
    university degree (Master’s degree or equivalent) in human resources
    management, business or public administration, social sciences, education
    or related area is required. A first-level university degree in
    combination with qualifying experience may be accepted in lieu of the
    advanced university degree.
  • At least five years of progressively
    responsible experience in Human Resources, Administration or related field
    at the national and international level is required.
  • Previous experience with human resources
    systems and management in an international setting is desirable.
  • Prior experience working in a United Nations
    common system field operation (inclusive of peacekeeping, political
    missions and UN agencies, funds and programmes) – or similar international
    organization or non-governmental organization – in a conflict or
    post-conflict setting is desirable.
  • Previous experience with financial management
    or accounting in an international setting is desirable.
  • Expert knowledge of Organizational ERP tool
    (Umoja) or equivalent and ability to conduct required transactions in a
    business environment is desirable.
  • Languages: Fluency in English (both oral and
    written) is required. Knowledge of another UN official language is an
    advantage

    contingencies when planning; monitors and adjusts plans and actions as
    necessary; uses time efficiently.
