Job Summary: The Legal Counsel-Advisory will be responsible
for the provision of legal advisory services to the Fund and for providing
assistance to the Corporation Secretary in monitoring performance of the legal
department.

Key Duties and
Responsibilities:

- Prepare
comprehensive legal opinions for the Legal Advisory Services Manager and
Corporation Secretary. - Support
the Legal Advisory Services Manager prepare Board papers for the
Corporation Secretary and conduct research as requested. - Provide
legal advice to stakeholders on all legal issues. - Carry
out research and advise the Legal Services Advisory Manager on the application
of information obtained. - Render
legal advice on the legal issues pertaining to the remittance of and
compliance with the provisions of the NSSF Act on contributions. - Prepare
the annual statutory Instrument for the declaration of interest on
benefits and any other statutory instruments required. - Attend
to referred queries/complaints from employers and NSSF members and render
legal advice in response thereto. - Attend
various management committee meetings as the legal advisor as assigned by
the Legal Advisory Services Manager. - Offer
timely support to the Sales and Operations Department in member
sensitization. - Follow
up changes in Pensions Sector Laws. - Keenly
review the General and Special Conditions of Contract contained in the
standard bidding documents. - Conduct
due diligence on the legal capacity of all contracting parties. - Draft
contracts and all agreements on behalf of NSSF, catering for the User
department’s interests and Safe guarding the Fund’s interests. - The
jobholder will negotiate with contractors to ensure that all issues
pertaining to the performance of and Management of the contracts are
streamlined before execution of the contracts. - Develop
and review Service Level Agreements with user departments. - Ensure
all contracts comply with the contracts checklist. - Conduct
due diligence on real estate, equities and fixed income portfolios. - Prepare
instruments for registration of the Fund’s interests with the appropriate
authorities and registering NSSF’s interests. - Keenly
monitor running leases, property rates and ground rents and initiate the
process of renewal for leases before expiry. - Guide
the property management section and the Investments Department on the
covenants of the leases held by NSSF.

- The
ideal candidate should hold an honors Bachelor’s degree in Law and a Post
Graduate Diploma in Legal Practice. - The
applicant must be enrolled as an advocate entitled to practice law in
Uganda. - Hold
a valid practicing certificate. - At
least three years’ experience in Legal Practice in an organization of
similar size. - A
minimum of three years’ experience in the legal department of a medium to
large organisation. - Computer
and IT skills (MS Word, Excel); - Good
people management skills; - Strong
written and oral communication skills; - Excellent
report writing skills - Excellent
analytical skills; - Good
negotiation skills; - Tact
and diplomacy; - Good
influencing skills; - Good
interviewing skills; - Good
presentation skills.
