About Us:
The
Government of Uganda (GOU), represented by the Ministry of Finance, Planning
and Economic Development (MoFPED), with the support of the international Fund
for Agricultural Development (IFAD) have jointly designed the Project for
Financial Inclusion in Rural Areas – PROFIRA. This is a seven-year project
funded through a loan extended to Government by IFAD. The overall goal of
PROFIRA is to contribute to Government’s effort to increase incomes, improve
food security and reduce vulnerability in rural areas. The development
objective is to substantially increase access to, and usage of financial
services by the rural poor population, PROFIRA aims to achieve its goal and
objective through the implementation of three components:

- SACCO Strengthening and Sustainability
- Support to Community Savings and Credit
Groups(CSCGs) and - Support toward the establishment of Policy
and Institutional Support.
Job Summary: The Monitoring and Evaluation Officer will take
the overall responsibility for database management.

Key Duties and Responsibilities:
- The incumbent will compile data from the
project implementing partners and service providers and ensure quality,
accuracy and timely submission of data. - Offer timely technical support for analysis
of project performance. - Provide technical support to the project team
in establishing an e-repository for key project documents. - Actively participate in the periodic M&E,
Learning and Impact studies. - Support the M&E and Knowledge Management
Manager (M&E/KMM) in developing, maintaining and updating the database/
management information system for the project. - Render support in the refinement of project
data collection tools/ instruments. - Perform any other duties assigned to the
Officer by Project Management.
Qualifications, Skills and Experience:
- The ideal candidate should at least hold an honours
degree in Statistics or Economics or Computer Systems or any other related
discipline with specific post graduate training (at diploma or masters
level) in Monitoring and Evaluation, and Management Information Systems. - At least four years’ experience from a
reputable organization, with at least two years in data collection, data
management, and maintenance and updating of MIS for M&E. - Previous experience in working with digital
data collection tools and geographic information systems. - Good quantitative and analytical skills.
- Proven ability to work with a wide range of
stakeholders, including private sector partners, public sector
representatives and development partners. - Excellent oral and written communications
skills. - Computer literacy skills with proficiency in Microsoft
Word, Excel, Access and the Internet.
