Job Summary: The Head of Human Resources &
Administration will provide overall leadership for the Fund in the design,
development and implementation of strategic Human Resource and Administration
policies, Organisation Development Programmes and Performance Management
systems.
Key Duties and
Responsibilities: 
  • As
    a member of EXCO, participate in the development and implementation of the
    Fund’s Strategic Plans; provide the team with technical advice concerning
    the people management aspects of the organisation in compliance with the
    labour law.
  • The
    jobholder will plan, develop and manage the implementation of the Annual
    HR & Admin organization Plan and Budget processes.
  • Keenly
    review organizational work processes, HR & Admin policies and
    practices and lead organizational development initiatives and
    interventions in line with the Fund’s Strategic plan.
  • Develop
    the annual staffing plan, ensuring that staff positions and numbers will
    support the cost-effective implementation of the Fund’s strategies and
    goals; oversee the development and implementation of recruitment,
    induction and staff-retention strategies to ensure that the Fund has
    adequate numbers of qualified and competent staff.
  • Develop,
    review and manage the implementation of the Fund’s performance management
    system, talent development structures and succession planning programmes.
  • Strategically
    manage the organizational environment within which staff engagement,
    productivity and motivation can thrive; including supporting managers to
    lead their staff well and setting up mechanisms for effective two-way
    communication between the organisation and its workforce.
  • Develop
    and implement effective Learning and Development Programmes and Policies
    to ensure that staff are fully competent for their roles along with the
    Cultural change programmes.
  • Design
    cost-effective reward management systems that result in staff motivation
    and retention of talent (including job evaluation, competitive salary
    benchmarking and benefits management) across the fund.
  • Manage
    the Fund’s Physical & Electronic records management function;
    effective administration planning & implementation of Records
    management policy in a manner that will guarantee; security of records
    & processes; timely accessibility of records to users; confidentiality
    & integrity of the system; compliance with policies, regulations &
    procedures; long term preservation of records as resource asset of the Fund;
    and fulfill disaster recovery needs that ensure Business continuity.
  • Take
    charge of the security management of all fund assets, guarding services
    and security equipment.
  • Oversee
    the Contract management of outsourced services in the areas of catering and
    telephone services.
  • Manage
    the transport and fleet management systems of the Fund, including service
    and repair of vehicles, fuel disbursement and accountabilities, deployment
    of vehicles, vehicle acquisition and disposal.
  • Supervise
    the maintenance of the Funds office premises.
  • Manage
    the performance of staff under direct supervision, empowering them to
    deliver an efficient and effective HR & A service
Qualifications, Skills
and Experience: 
  • The
    ideal candidate for the National Social Security Fund Head of Human
    Resources & Administration career placement should hold a Bachelor’s
    degree in Human Resources or Social Sciences.
  • Possession
    of a Post graduate qualification – in HR Management and or CIPD Chartered
    Membership or equivalent
  • At
    least ten years’ HR managerial experience in a large organization.
  • The
    applicant must have been involved in a major cultural change program in a
    large organisation.
