Job Summary: The Programme Development Specialist will support WaterAid
Uganda in the planning and development of fundable programmes in the three
areas of rural, urban and small towns and development of related fundable
proposals. The Programme Development Specialist (PDS) will offer excellent
technical expertise to conduct analysis of the three sub-sectors through
studies to identify sector needs and priorities and corresponding interventions
in line with WaterAid’s programmatic and district/city/town-wide approaches and
focusing on sector strengthening.
Key Duties and Responsibilities: 
1. Strategy and Vision:
  • Carry out an analysis of the rural, urban and
    small Towns sub-sectors, together with the WaterAid internal and external
    analyses to inform the development of fundable programmes and proposals.
  • Assist the Head of Programme Unit to develop
    a strategic influencing agenda and direction for the three programmes, in
    line with the programme unit vision;
  • Set direction by prioritizing and organizing
    key actions and the required resources to achieve set objectives of the
    three programmes in the transition period, in line with the overall
    WaterAid Uganda country strategic direction.
2. Programme Development:
  • Provide technical expertise for design and
    development of innovative programmes that can add value to the attainment
    of WaterAid Uganda’s strategic aims and objectives including development
    of the programme operating goals and objectives.
  • Develop programme implementation strategies
    for the three programme, including selection of strategic areas of
    intervention in terms of action.
  • Ensure integration of governance (e.g.
    community participation, gender sensitivity, equality principles and
    accountability) into the three programme plans as appropriate.
  • Identify and recommend potential partnerships
    with other likeminded organizations to deliver on the three programmes
    (such as local authorities, implementing partners, networks, donors,
    private sector, etc.).
3. Fundraising:
  • Develop plans and strategies for identifying
    and generating funding and/or resource opportunities for the three
    programme activities.
  • Identify and develop innovative fundable
    projects and proposals for the three programmes.
Qualifications, Skills and Experience: 
  • The applicant should ideally hold a degree
    and/or postgraduate level, preferably in a relevant discipline such as
    Development Studies;
  • At least eight to ten years’ experience is
    required.
  • Significant field experience at senior
    leadership level in project planning and management; 
  • Significant experience and expertise in WASH
    sector is desirable, particularly with the Rural, Urban and Small Towns
    sub-sectors.
  • Broad knowledge and experience in advocacy
    and influencing policy change and practices will be an asset.
  • Demonstrated experience of engagement and
    working effectively with local authorities, line ministries, international
    and national NGOs, private sector and other stakeholders is
    desirable. 
  • Good leadership and decision-making ability
  • Excellent interpersonal and cross-cultural
    communication skills
  • Proven ability to work effectively with an
    ethnically diverse team in a sensitive environment.
  • Strong conceptual and writing skills
  • Fluency in spoken and written English.
  • Excellent computer skills particularly MS
    Word, Excel and Outlook, and PowerPoint;
  • Agreement with WaterAid Uganda’s Values and
    Leadership principles
