WASH Alliance was established in 2011 by a consortium of Dutch funding agencies
working together under the banner of Dutch WASH Alliance (DWA) with the purpose
to drive the contribution of increased and sustained access to and use of safe
water and sanitation services and improved hygiene practices in Uganda. The
vision of the DWA is that all people are able to assert and realize their right
to sustainable access to safe drinking water in sufficient quantities, adequate
sanitation and hygienic living conditions in order to improve their health,
nutritional status and economic living standard. The Uganda WASH Alliance (UWA)
program strives to contribute to the goals of the Uganda government, in terms
of increased WASH coverage, improved use of WASH services, higher levels of
sustainability and functionality of the systems installed, and good WASH
governance. The UWA strives to contribute to improved performance at system
level, in the WASH sector as a whole, through the introduction of innovative
tools and methodologies. The Uganda WASH Alliance consists of:
  • The Northern program, implemented by Amref
    Health Africa-Uganda, AFSRT and LTP.
  • The Rwenzori Program, Implemented by Rwenzori
    WASH Alliance -HEWASA, JESE, USSIA with support from PROTOS.
  • The National Support Program, implemented by
    URWA, NAWAD and NETWAS.
Job Summary: The Planning Monitoring and Evaluation (PME)
Officer will offer technical support to partner organisations and the country
coordinator in the planning, monitoring, evaluation and learning of the country
programme in Uganda.
Key Duties and Responsibilities: 
  • Offer Planning Monitoring and Evaluation
    support to the Country Coordinator and partner
  • organisations (including planning, methods,
    tools, analysis and interpretation of results), to ensure proper and
    timely PME-procedures following the requirements of the WAI PME framework;
  • Objectively, critically and analytically
    review of results, other figures and reports – quality check;
  • Oversight of the processes of (outcome)
    measurements and evaluations;
  • Mentor and train partner organisations in
    different facets of planning, monitoring and evaluation
  • Support partner organisations and the Country
    Coordinator in the use of digital and online tools and databases
    (including fulfilling administrator role for Akvo dashboard);
  • Carry out, formulate and implement PMEL-
    Capacity development plan for country alliances; training, coaching, providing
    feedback on support questions from partner organisations and Country
    Coordinator;
  • Ensure proper application of the WAI formats
    and tools, and provide input in the development of these formats and
    tools;
  • Provide Planning Monitoring and Evaluation support
    in acquisition and proposal writing;
  • Investigate linkages in existing PME systems
    at partner organisations and the WAI PME system;
  • Work towards a more streamlined PME system
    for future programmes;
  • Quality check of PME requirements in
    contracts (e.g. in targets).
Qualifications, Skills and Experience: 
  • The applicant should preferably hold a Master’s
    Degree in Social Science or relevant field, preferably WASH knowledge;
  • Four or more years of relevant work
    experience in planning, monitoring, evaluation and research;
  • Significant experience in survey design and
    implementation;
  • Excellent analytical ability, ability to
    interpret data and results;
  • Digital/computer skills, especially in online
    tools, spreadsheets, (web-based) database systems and statistical
    applications;
  • Excellent writing and oral communication
    skills, including the ability to develop and give presentations and
    trainings;
  • Previous experience in applying qualitative
    methods of data collection and analysis;
  • Fluency in English in both oral and written
    communication; Knowledge of local language(s) is an asset;
  • Prepared to travel within Uganda and
    internationally.
