The
Office of the United Nations High Commissioner for Refugees was established on
December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the
Office of the United Nations High Commissioner for Refugees is to lead and
co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.

Key Duties and Responsibilities:
- The National Program Officer in Charge of
Gender will provide training and strengthening capacities of civil society
groups, to address inter-linkages between discrimination, SGBV, sexual and
reproductive health and rights and other women’s human rights issues. - Offer timely technical and financial support
for documentation of best practices, lessons learnt and challenges
affecting legal sector institutional response to GBV and VAC to inform
evidenced based advocacy. - Carry out staff capacity building on gender
mainstreaming in policies and programmes. - Conduct specialized trainings on human rights
and gender mainstreaming for NGOs in collaboration with relevant actors. - Actively contribute to capacity building /
training activities of the office to integrate gender considerations in
the training content, including in developing appropriate gender
–sensitive tools for monitoring and evaluation of impact of training
programmes. - Represent OHCHR Uganda Office in UN
Convergence and Gender Development partner’s group and Gender Advisory
Group coordination meetings. - Contribute to dissemination, drafting
briefing notes, talking points or other related information on human
rights and gender considerations in relation to Agenda 2030. - Provide gender and human rights analysis
/audit of programme and project documents developed in the framework of
UNDAF (2016-2020), joint programmes and other related programmatic and
policy documents. - Provide succinct information on concrete
results emanating from gender mainstreaming in OHCHR and other UN sisters programme implementation. - The incumbent will provide timely
contribution to OHCHR Uganda reports (Monthly and Annual Country Reports). - Responsible for documentation, data analysis
to inform a gender audit of OHCHR programme interventions and report on
progress, best practices and lessons learnt to inform future programming, reporting and policy
considerations. - Undertake any assignment related to the job functions
accruing to this position as may be deemed necessary by the management. - Offer technical support and assistance to
staff members in the accomplishment with their Gender related goals in
line with the OHCHR thematic priorities.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations
UNHCR National Program Officer in Charge of Gender career opportunity
should hold a Bachelor’s or advanced degree in human rights, gender
studies, development, international relations or other related discipline
is required. A first level university degree with a relevant combination
of academic qualifications and over seven years of experience may be
accepted in lieu of the advanced university degree. - A minimum of five years of progressively responsible
experience related to human rights, gender, and human rights based
approaches. - Previous exposure and experience in
monitoring and evaluation (essential). - Language and IT Skills: Fluency in English, with excellent
communication skills and drafting ability.

all aspects of capacity building, training and technical assistance
interventions extended by OHCHR in line with OHCHR gender mainstreaming
policy. Demonstrated ability to provide leadership and take responsibility
for incorporating gender considerations into OHCHR country programme.

discussions in a productive manner; ability to coordinate the preparation
of succinct, analytical reports; ability to produce a wide variety of
