Clinton Health Access Initiative (CHAI) is a global health organization
committed to strengthening integrated health systems in the developing world
and expanding access to care and treatment for HIV/AIDS, malaria and other
diseases. CHAI’s solution-oriented approach focuses on improving market
dynamics for medicines and diagnostics; lowering prices for treatment;
accelerating access to life-saving technologies; and helping governments build
the capacity required for high-quality care and treatment programs. Since its
establishment in 2002 by President William J. Clinton, CHAI has worked on the
demand and supply sides of the market to help more than 2 million HIV+ people
access the medicines needed for treatment—representing nearly half of all
people and 2 out of 3 children on HIV/AIDS treatment in developing countries.
Building on this model, CHAI has expanded its scope to include efforts to
strengthen healthcare delivery systems and to combat malaria and childhood
illnesses.
Job Summary: The Finance Manager will primary oversee the
provision of professional accounting and comprehensive financial management
control and reporting, to a wide range of senior internal and external
stakeholders of CHAI Uganda. The incumbent will be responsible for the
following;
  • Managing a diverse range of complex donor
    funding compliance criteria and stringent reporting requirements
  • Providing accurate insight into the current
    and future Portfolio management of cash flow requirements over a wider
    spectrum of projects, to ensure minimum disruption to project activities
  • Managing the co-ordination of cross
    functional reporting obligations between Program Managers, In-Country
    Senior Leadership team, Boston HQ and/or Donors within very tight
    deadlines, and maintaining a very high standard of professionalism and
    effective relationship management with CHAI’s Senior Stakeholders.
Key Duties and Responsibilities: 
  • Ensure consolidated monthly Financial
    Reports, inclusive of insightful commentary
  • Cash flow forecasting and availability of
    funds management, inclusive of insightful commentary
  • Hands on monitoring & implementation of
    donor agreements & resource utilization
  • Financial aspects, of budget development for
    new proposals
  • Consolidation of program budgets and
    re-forecasts, inclusive of insightful commentary
  • Hands on preparation of annual accounts
    ,taxation statements, co-ordination of Statutory Audit
  • Assurance of (in country) compliance with
    CHAI’s Global Finance & Procurement policies
  • Continuous improvement of internal accounting
    & financial control procedures
  • Oversight & enforcement of (in country)
    procurement and financial delegations controls
  • Treasury management – proactively managing foreign
    exchange needs, reporting gains/losses
  • Technical guidance on professional accounting
    requirements
  • Maintenance of Finance Operations Manual
    (review and update of financial controls / procedures)
  • Financial risk management identification
    & mitigation
  • Co-ordination of preliminary and final
    financial reports, to obtain insightful commentary
  • Hands on effective support/guidance in
    preparation of program, project, budgeting /re-forecasting requirements
  • Carry out training to ensure budget holders
    understand their responsibilities, providing a rapid response to any
    training needs
  • Timely production of budget variance reports
    and resolution of queries
  • Support & Guidance for the timely and accurate
    completion of financial reports for grants, contracts, estimated funds
    request
  • Ensure compliance with donor funding
    criteria  / audit requirements
  • Adequate & timely provision of cashflow
    requirements for project activities
  • HR Manager
  • The jobholder will be tasked with the establishment
    of equitable staff compensation policies and practices within approved
    budget and donor requirements
  • Ensure timely submission of reporting
    obligations, actual, budget, re-forecast, inclusive of variance analysis
    with insightful commentary
  • Proactive financial management
    responsiveness, to the compliance & audit requirements of Donor funds,
    ensuring compliance mechanisms are fully built into & enabled within
    project operations, to ensure accurate funding allocation / actual vs.
    planned variance analysis reporting
  • Leadership, defined expectations and
    technical support as needed
  • Performance management reviews and staff
    development plans
  • Oversight of timely financial records
    management
  • Government, Regulatory Agencies, Boston HQ,
    Donors
  • Accurate and timely financial reporting
  • Act as focal point between HQ, donors,
    Project Managers, Government on all finance related matters and reporting
    obligations, for rapid resolution of needs.
  • Perform any other responsibilities as
    requested by supervisor

Qualifications, Skills and Experience: 
  • The applicant for the CHAI Finance Manager
    career placement should preferably hold a Bachelor’s Degree in Accounting,
    Business Administration. Possession of a professional accounting
    qualification i.e. CPA, Master’s Degree or Post Graduate Diploma in
    Finance Management are an added advantage.
  • At least five years of proven experience in a
    managerial position in the financial and administrative management of NGOs
  • Prior experience (minimum of 2 years) with
    donor accountability
  • Computer literate with advanced hands‐on
    experience in use of accounting packages
  • Strong computerized accounting and financial
    skills
  • Extensive experience and knowledge of
    financial management and reporting processes and procedures
  • Strong familiarity with financial systems
    including but not limited to: QuickBooks and Excel
  • Strong knowledge of Generally Accepted
    Accounting and Auditing Principles and laws, rules and regulations.
  • Proven ability to handle multiple and
    conflicting priorities, and work under strict deadlines – advanced ability
    to self-manage
  • Excellent analytical and result‐oriented
    skills

  • Demonstrated ability to plan, organize,
