network of in-country innovation centers, which will test new tools, data and analysis,
share what lessons with the global community, mainstream successful approaches

demands – and opportunities- for the use of data. Pulse Lab Kampala supports
the UN Country team to tap into the revolution obtaining more and better data
to support development work and humanitarian action supporting:

- Enhance Early Warning: Detection of anomalous trends and
patterns of events enables early warning of emerging crises and earlier
responses to prevent long-term harm; - Real-Time Awareness:
An up-to-date picture of trends, hotspots and dynamic changes in
population behaviour enhances programme planning and monitoring of
implementation and; - Rapid Impact Monitoring and Evaluation:
Timely feedback on the impact of programmes and policies allows for
adaptive course correction and accelerated achievement of results.
Job Summary: The Monitoring and Evaluation Specialist will
support the Lab to yield innovative approaches to achieve the Global Goals with
innovative monitoring and evaluation systems and support the monitoring and
evaluation of progress towards the goals with data innovation projects.

Key Duties and Responsibilities:
- Provides technical support to the team at the
Lab to ensure that monitoring systems are in place for the Lab’s projects
and key annual programme indicators are tracked, analysed and provided; - Offers technical support for implementing
results-based management capacity building for the team at the Lab; - Provides technical support to the team at the
Lab and partners on data innovation for monitoring and evaluation of
programmes under the UN Development Assistant Framework (UNDAF) and National
Development Plans (NDPII); - Supports knowledge management functions
including documentation of good practices and lessons learned for the work
of the Lab; - Offers support in the development of user
design interfaces for projects in dialogue with the team at Pulse Lab and
partners; - Provides inputs to reports for documenting
initiatives in the region using Big Data to monitor Global Goals; - Supports organization of training and on the
job training sessions with partners to promote the use of Big Data and
data innovation to support monitoring and evaluation; - Proposes strategies to develop new monitoring
and evaluation frameworks with data innovation; - Offers support in the identification of
opportunities to monitor humanitarian and development programmes with Big
Data and data innovation; - Formulates proposals for innovative
evaluations using Big Data and data innovation with partners. - Expected deliverables
- Monitoring systems in place for the Lab’s
projects and key annual programme indicators tracked, analysed and
provided; - Support knowledge management functions
including documentation of good practices and lessons learned for the work
of the Lab; - Mentoring and training partners to promote
the use of Big Data and data innovation to support monitoring and
evaluation; - Provide proposals for innovative evaluations
using Big Data and data innovation with partners.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations
Development Programme (UNDP) Monitoring and Evaluation Specialist career
opportunity should hold an MSc in Monitoring and Evaluation of Development
projects/humanitarian assistance; A combination of a first degree and
relevant experience may be accepted; Bachelor in social sciences,
economics, computer science or related field. - A minimum of five years of professional
experience as programme manager in development programmes or humanitarian
assistance in Africa; - Broad working knowledge of monitoring and
evaluation of development programmes or humanitarian assistance. - Excellent oral and written skills;
- Excellent communication skills, organized
(dealing with many stakeholders); - Good planning/organizational skills.
- Language: Excellent command of English.
