• The Evaluation Officer will set-up site level
  high data quality data management systems.
• Support the Data Enter Officer to ensure
  timely and accurate entry of data into the project electronic databases.
• Offer timely support in analyzing and writing
  of monthly, quarterly, semi-annual and annual programmatic district
  performance reports and their submission in stipulated deadlines
• Render support in data auditing and
  verification to assure internal consistency and validity of project
  activity monitoring data reported
• Assist in data analysis, review and
  interpretation to inform program implementation
• Provide support in the coordination and
  execution of events in the department such as, organizational and project learning
  by developing, collecting and disseminating relevant information on
  monitoring, evaluation and research.
• Work in liaison with the project coordinator,
  the monitoring and Evaluation team to ensure timely data collection,
  implementation of project evaluation activities.
• Actively contribute to writing of the various
  evaluation protocols required during the project implementation cycle.
• Coordinate IRB approval process, collaborate
  with the global research team to leverage global expertise and share experiences.
  
• Identify and document lessons learnt during
  the course of implementation of the project that will contribute to
  understanding the health workers perception, acceptability, forecast and
  quantification, dispensing and use of the repackaged infant Nevirapine.

• The applicant for the USAID SL@B Project Evaluation
  Officer should hold a degree in Epidemiology, MD or similar advanced
  degree in public health, maternal child health or HIV related health
  science.
• A minimum of five years of professional
  experience in Monitoring and Evaluation.
• At least three years’ experience in clinical
  or implementation/operations research and evaluation required.
• Proven experience in providing technical
  support to health professionals in evaluation design, quantitative,
  qualitative, and/or operations/implementation research methodologies, and
  study implementation in developing countries.
• Excellent analytical skills in relation to
  developing tools, methods and approaches to research and evaluation. 
• Excellent
  organizational skills; ability to manage multiple tasks and provide
  quality deliverables according to established deadlines.
• Broad knowledge and understanding of current
  HIV, PMTCT, MNCH, HIV care and treatment.
• Experience in working for an international
  NGO in developing countries.
• Working knowledge of USAID procedures, rules
  and regulations.
• Working knowledge of protection of human
  subjects in research and ethics regulations to ensure compliance with all
  local and international requirements.
• Excellent working knowledge of major
  databases and analytical programs including MySQL, Visual Basic, MS
  access, MS excel, STATA, SPSS and Epi Data, and GIS.
• Demonstrated experience in the development of
  research proposals and management of research in developing countries.
• Excellent organizational skills, with ability
  to prioritize, take initiative and follow-through.
• Extensive knowledge of the Uganda health
  sector.
