About EU:
The
European Union (EU) is a unique economic and political partnership between 28
European countries that together cover much of the continent. The EU was
created in the aftermath of the Second World War. The first steps were to
foster economic cooperation: the idea being that countries who trade with one
another become economically interdependent and so more likely to avoid
conflict. The result was the European Economic Community (EEC), created in
1958, and initially increasing economic cooperation between six countries:
Belgium, Germany, France, Italy, Luxembourg and the Netherlands. Since then, a
huge single market has been created and continues to develop towards its full
potential.
Job Summary: The Programme Officer Operations Section –
Governance Team will be responsible for the efficient development, management,
monitoring and reporting of projects and programmes in the field of
Accountability (Anti-corruption, oversight, oil sector, etc). Overall follow up
of governance issues, in support of section colleagues.
Key Duties and Responsibilities: 
1. Management and
Programming of EU resources in relevant areas:
  • Guide the team leader and assist in
    development of programmes
  • Management and monitoring of ongoing projects
    and programmes under Team Leader’s supervision
  • Provide input to general policy and
    programming documents
  • Provide input to regular and ad-hoc reports
  • Actively participate in internal and external
    evaluations
  • Support and conduct policy dialogue (under
    the Team Leader’s or Head of Cooperation’s supervision) and coordination
    with all relevant ministries, agencies, donors, civil society
    organisations and other relevant stakeholders in the areas of governance,
    decentralisation conflict resolution and democratic participation.
  • Implement, ensure and / or monitor the proper
    implementation and / or application of EU policies and programmes in the
    area of good governance and accountability. Participate as mandated in key
    groups regarding good governance and accountability (Accountability and
    PFM Working Groups)
  • Regularly report on intelligence gained as
    regards good governance; especially actions of the government that are
    directly related to EU actions.
  • Actively contribute to the programming,
    identification and appraisal in close cooperation with the beneficiary
    institution(s) in Uganda, if and when such programmes are decided in the
    programming process;
  • Management of all stages of the Project Cycle
    financed from the EDF, including preparation, in cooperation with the
    Finance and Contracts Section, monitor ongoing projects including on the-spot
    monitoring when required, follow up on the progress reports on projects
    and propose action if and when needed.
  • Maintain contacts with other donors active in
    Uganda. Give an “operational visa” on documents where required, update
    information on projects in the CRIS/ARES databases.
  • Ensure the follow-up of the implementation of
    projects and the performance of project managers and partners, monitor
    contractual obligations (via periodic reviews, audits, reporting and
    assistance, etc.) and gather and handle external expertise.
  • Deal with horizontal activities, consultation
    and networking aspects of the projects, including providing support to
    national and local authorities as well as to selected NGOs and other
    non-state actors, with regard to the preparation and implementation of
    projects under her/his responsibility, in order to ensure their relevance,
    sound definition and effectiveness;
2. Reporting and analysis
of developments in relevant area:
  • Keenly monitor and report on developments
  • Participate in meetings, workshops and
    seminars, and provide timely reporting
  • Maintain and develop key contacts
3. Visibility in relevant
area:
  • Actively participate in meetings, seminars,
    workshops, etc., under the Team Leader’s or Head of Cooperation’s supervision
  • Prepare presentations, briefing notes,
    speaking points etc
  • Participate in donor coordination, reviews
    and sector working groups
  • Support external missions
Qualifications, Skills and Experience: 
  • The applicant should hold a Bachelor’s degree
    (minimum 3 years) in International Relations
  • Master degree in relevant area
  • One year of relevant experience in working on
    development projects in Uganda; experience in governance area in Uganda
  • Previous experience with EU in Uganda is an
    asset.
  • Knowledge of languages
  • Proficient use of English
  • Basic knowledge of French
  • Working knowledge of IT tools
  • Microsoft Office package
  • Ability to work in a team; ability to respect
    deadlines, ability to deal with stressful situations.
  • Minimum physical requirements
