Job Summary: The Project Officer Right to Food (R2F) will be responsible
for the strategic development and management of the country program. The incumbent supports Oxfam’s impact locally,
regionally, continentally and globally through ensuring program alignment to
the key strategic objectives and program standards. The jobholder supports resource
mobilisation, specifically for humanitarian/ resilience elements of the
strategy. The incumbent is responsible for the promotion of women’s rights is
at the heart of all Oxfam in Uganda’s program work. The overall responsibility
is project management for all aspects of the development, implementation,
monitoring and reporting of the Right to Food project. The officer will be
responsible for planning and implementing project strategies and activities as
well as supervising and actively participate in ME&L processes. She/he will
also participate in documenting experiences and writing implementation reports.

Key Duties and Responsibilities:
1. Provide Program

- Work in close collaboration with both the
Resilient Livelihood Manager,
support processes and partner involvement in community based
planning and citizen centered programming as well as in taking forward
agreed influencing actions. - Ensure the R2F project is implemented by
partners as a single project. - Ensure R2F project is linked to the broader
resilience livelihood theme as well as to
both governance and accountability and humanitarian work of
Oxfam and that Women’s rights is at
the core. - Ensure sound analysis of current policy
trends and support its inclusion in program choices. - Gather information about different
initiatives by CSOs and ensure they are captured in project implementation
design as well as advising on how R2F interventions or any other Oxfam
interventions can collaborate with such efforts. - Build close working relationships with F4D
project and build synergies for complementarity, support and learning. - Support the resilient Livelihood manager to
develop and implement an effective resilient program that puts women at
the centre. - Identify and analyses relevant research
products and recommend how the R2F project can utilize them. - Support Oxfam teams and partners in setting
up a research agenda, conducting the research and dissemination of the
research products. - Ensure that project reporting timelines and
project benchmarks are adhered to. - Compile project narrative reports from
partners and ensure it complies with Oxfam reporting standards. - Offer any other support to the program teams
especially in areas of research, show casing, advocacy, campaigns, fund
raising and public engagements in
the spirit of a one program approach
2. Support Partners: 40%
- Ensure all the R2F partners are implementing
the project as a single project and help coordinate the different
activities of partners. - Ensure that all the partners produce activity
reports and keep them in an organized manner. - Support partners in identifying capacity gaps
and recommending capacity enhancement plans. - Ensure that partner organizations work in
accordance with Oxfam standards and
objectives. - Support NGOs partners in program/project
development through technical advice on participatory community
engagement, district level consultation and project design - Conduct regular performance assessments and
reviews of partner organisations, to ensure that the capacity building
program is delivering agreed results, making necessary adjustments as
circumstances change - Hold and/or participate in regular meetings
with partner organisations, and stakeholders to ensure that the working relationship
between them and Oxfam is positive, open and conducive to the successful
achievement of agreed objectives. - Carry out regular and mutually agreed review
visits to partners and other NGOs and provide guidance on enhancing the
quality of programmes. - Ensure that all action points/
recommendations agreed upon with partners during programme reviews are
followed through during programme implementation. - Support Program Administrator on development
and management of MoUs with Partners and ensure disbursement of funds is
done in a timely manner.
3. Implement the MEAL

- Work in liaison with PQ & L Coordinator
and thematic manager to ensure that the MEL Framework is effectively
adopted by the partners and that monitoring data is well managed and
readily available for programme quality control - In charge of implementing systems and
procedures for better management of partner organisations, especially for
monitoring and reporting. - Work closely with the grant receiving NGO
partners to mutually agree on detailed operational plans, budgets,
indicators as well as monitoring, evaluation and learning framework in
line with OCS plans and theory of change. - Ensure there is proper documentation of all
monitoring and evaluation activities and actions taken to make redress
where such actions are recommended.
Qualifications, Skills and Experience:
- The applicant for the Oxfam Project Officer
Right to Food (R2F) career opportunity should preferably hold a degree in
Agricultural economics, Rural Development, Business Development, Economics
or any other relevant field. A master’s degree in the relevant field will
be added advantage - At least three years working experience in a
holistic livelihoods improvement program with practical experience in
Agriculture, socio-economic development, monitoring and evaluations. - Three years’ experience in managing
partnerships, and organizational capacity building of local organizations - Excellent listening, communication and
writing skills - Ability to interpret donor regulations on all
context of grant management and transactions - Broad working knowledge of programming
skills, program evaluation and impact measurement. - Demonstrated ability in promoting pro-poor
demand driven business development and rural financial services. - Demonstrated interest and understanding of
key concepts such as small scale enterprise development, micro finance and
marketing - Good organisational and personal management
skills, with ability to prioritise work issues to meet deadlines with
minimal supervision and ability to adjust to constantly changing
situations while maintaining focus on delivery and follow-through; - Broad knowledge and understanding of a
“Rights Based Approach”; - Proven capacity to ensure project
implementation in accordance with agreed frameworks and timelines. - Excellent analytical and conceptual skills,
commitment to “non-directive” styles of working and open minded. - Demonstrated ability to be results driven,
have excellent prioritisation skills and be committed to meeting
deadlines. - Willingness to work after working hours and
ability to develop work plans. - Sharp analytical mind for external context
analysis and ability to relate them to Oxfam and partner programs. - Ability to conduct gender analysis and apply a
gender lense in all program/project interventions - Comprehensive knowledge and experience of
implementing livelihood programs and initiatives, ideally built on mature
understanding of relevant issues derived from field experience - Knowledge on food security interventions and
promoting the right to food - Knowledge on the seed system, promoting
farmers’ seed rights and seed sovereignty - Knowledge on land rights programming
- Knowledge of climate change adaptation
- Commitment to and good knowledge of working
with networks, coalitions and a partnership approach, including innovative
approaches to capacity strengthening. - Knowledge of
advocacy, campaigns and lobbying in a diverse socio political set
up. - Good knowledge of active citizenship and
constraints to their participation in decision making processes. - Working knowledge of Uganda’s civil society
dynamics and key stakeholders in civil society. - Knowledge of programme development and
delivery approaches, tools, methodologies and best practices - Proven knowledge of and experience with donor
funding environment and good financial and project management skills; - Knowledge of women’s rights
