The
Infectious Diseases Institute (IDI) is an international non-profit organization
which is a partnership of infectious diseases and public health specialists.
The overall objective of the IDI is to strengthen health systems with strong
emphasis on Infectious Diseases, through Research and Capacity Development. IDI
has five operational areas through which it works to achieve its mission:
Prevention, Care and Treatment; Training, Research and Laboratory services
(provided through a partnership with the Makerere University – John Hopkins
University Core Lab) and Outreach.
About The Academy:
The
Ugandan Academy for Health Innovation and Impact (‘The Academy’) is one of the
programs housed within the IDI. The Academy was formed after a MOU between
several partners including Uganda Ministry of Health, IDI, Janssen, the
pharmaceutical companies of Johnson and Johnson, and the Johnson and Johnson
Corporate Citizenship Trust in 2015. The Academy’s mission is to urgently and
demonstrably improve health outcomes for people living with or being affected
by HIV and TB through a range of carefully focused interventions combining
applied relevant research resulting in improved national policy/guidelines, and
associated training and systematic ongoing support. The Academy will manage
funding for projects in clinical development, operational research and capacity
building. Primary focus will be HIV/TB, with the potential to expand to
maternal and child health. The Academy is managed by a Board and supported by a
Secretariat, which is closely connected to the Infectious Diseases Institute
and headed by a Program Director and Program Manager.
The
Ugandan Academy for Health Innovation and Impact is an independent group of
health experts who collaborate in an open innovation spirit to tackle health
problems specific to Uganda. The Ugandan Academy was established as part of the
Connect for Life program of Janssen Global Public Health (part of the Johnson &
Johnson Family of Companies) and receives funding through the Johnson &
Johnson Corporate Citizenship Trust.
Job Summary: The Monitoring and Evaluation Specialist will play
a focal role in guiding the Academy staff and other relevant stakeholders in
the participatory design and implementation of the M&E system. This
includes contribution to capacity development and training of the Academy staff
and other stakeholders involved in the implementation of the M & E system.
Key Duties and Responsibilities: 
  • Assist in the review, design, coordination
    and update of the Academy performance framework, collaboratively with the
    relevant stakeholders;
  • Develop and design the approved Academy
    M&E system including assisting in supervising and quality checking the
    development of the prescribed database programming (Optimy system), and
    conducting trainings on the system;
  • Implement the M&E system including
    assisting with the design and implementation of evaluations for the
    framework, with particular focus on internal and participatory evaluation
    methods;
  • Post implementation follow-up actions
    including drawing up an M&E action plan that specifies the
    responsibilities of implementing partners for prescribed deliverables,
    including timelines;
  • The jobholder will establish priorities for
    annual work plans in cooperation with the program coordinators; and
    compile and consolidate the proposed annual rolling work plans for project
    implementation;
  • Offer technical assistance where necessary to
    all Academy partners (including sub grantees) in data collection, data
    management, and information management for decision-making;
  • Coordinate the collection of performance data
    from all Academy-related work plan activities;
  • Render support in the design and conduct of
    special evaluation surveys for the Academy and implementing partners;
  • Responsible for the coordination and
    production of periodic reports on the Academy implementation and
    performance;
  • In charge of the preparation and presentation
    of the annual performance reports on the Academy to key stakeholders, as
    required;
  • Serve as a resource on global ‘best
    practices’ including documenting lessons learned in the design and
    implementation of an M&E system for dissemination both nationally and
    globally;
  • Develop and prepare an electronic repository
    of quality intellectual resources for easy retrieval by the Academy staff
    and other stakeholders,
Key Result Areas
  • A quality M&E system in operation,
    facilitating effective implementation of the Academy program;
  • An M&E plan in place, providing direction
    and overall guidance to implementing partners in the delivery of agreed
    outputs;
  • Capacity built within the Academy and
    implementing partners to effectively manage and operate the overall
    M&E system; the Optimy M&E system and the reporting frameworks.
  • All necessary resource materials and manuals
    prepared for M&E training programs and capacity development
    initiatives;
  • Regular performance reporting of high quality
    to relevant bodies, such as the Board, Janssen Global Public Health, and
    the Johnson & Johnson Corporate Citizenship Trust and implementing
    stakeholders.
  • An electronic depository of intellectual
    resources, ‘best practices’ and lessons leamt studies in the area of
    M&E and work plan implementation;
  • Effective implementation of the Academy
    programs.
Qualifications, Skills and Experience: 
  • The applicant should hold a Post-graduate
    degree in Statistics, Social Sciences, Demography or Public Health
  • Possession of a Post graduate training in
    M&E principles and concepts will be an advantage.
  • At least three years’ work experience in the
    design and/or implementation of an M&E system, preferably in the
    public sector.
  • Previous experience in conducting training
    sessions, including facilitation skills.
  • Excellent planning, system development and
    organizational skills, including results orientation.
  • Excellent oral and written communications
    skills.
  • Proficiency in English.
  • Computer literacy i.e. proficient in the
    following software applications: Word, Excel, and Power point.
