About RSCE:
The
Regional Service Centre Steering Committee is the decision-making body for
RSCE, in compliance with General Assembly resolutions, United Nations
Secretariat rules and regulations, strategic guidance from United Nations
Headquarters and oversight bodies. The Steering Committee consults with the
Global Field Support Strategy Implementation Coordination Team, as required.

The
Regional Service Centre, as approved by the Member States, is owned, managed
and staffed by the regional missions it serves. This framework reinforces the
existing missions’ chain of command structures and lines of authority in a
manner that does not create an additional layer between Headquarters and the
regional missions. It also ensures that staffing for RSC.

Key Duties and Responsibilities: Under the supervision of the Chief
Transportation and Movements Integrated Control Centre (TMICC), the Logistics
Officer is responsible for the following duties:

- The incumbent will coordinate crosspcutting
support issues across various sections/services on behalf of the CMSC; - Prepare logistics and support plans,
deployment timelines and budget requirements for planned or new operations;
- The jobholder will develop and review
logistical plans for existing operations, to incorporate any changes in
mission mandate or downsizing; - Develop logistics contingency plans to deal
with emergent situations that may result from natural or man-made crisis
situations; - Develop and implement methodologies and tools
to enable effective execution of logistic plans; - The incumbent will manage logistics
operations, including, material and personnel; - Coordinate logistics activities with
procurement, finance, humanitarian affairs and other substantive units; - The incumbent will develop and implement
logistics support policy, formulate SOPs to the common benefit of all
mission units; - Prepare and submit the logistics reports
based on accurate and up-to-date information and data received from all
relevant counterparts and distribute them according to requirements; - Actively participate in visits to
geographical areas of interest; prepare technical reports and briefings; - Identify, plan and manage special logistics
operations; - Ensure that accurate and complete accounting,
reporting and internal control systems are functioning and that all
relevant records are maintained; - Maintain an overall understanding of
logistics capability available in the East African Region, including those
of other UN Agencies/organizations and NGOs; - Guide and supervise the work of new/junior
logistics officers or staff; Ensure that supervised staff members are
adequately trained and cross-trained; - Identify additional training needs to achieve
high working standards; - Assume responsibilities of certifying officer
upon request; - Perform any other related tasks as required.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations Logistics
Officer career opportunity should have completed high school or hold an
equivalent diploma. Certification/diploma or training in a logistics
related discipline, such as International Road Transport Operations,
Freight Forwarding, Supply Chain Management or other relevant fields is required. - A minimum of ten years of progressively
responsible professional experience in planning, coordinating and/or
managing multi-modal support logistics operations in the field environment
is required. The minimum years of relevant experience is reduced to 5
years for candidates who possess a first university degree. Logistics
planning experience in a complex environment is desirable. - Previous experience within the context of a
humanitarian relief, military, emergency management, peacekeeping or disaster
relief operation is desirable. Logistics Planning experience in a complex
environment is desirable. - Documented experience in the movement of
freight across International Borders by Multi-Modal Surface Transportation
assets in both planning and operational roles is desirable. - Languages: Fluency in oral and written English
is required.
